RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
URGING THE SANTA CLARA COUNTY BOARD OF SUPERVISORS
TO ESTABLISH A COUNTY HOUSING AUTHORITY
WHEREAS, it has been established that there presently exists
a great need for decent, safe and sanitary housing for low income
families in Santa Clara County, and
WHEREAS, the Community Council of Northern Santa Clara
County and the City of Palo Alto in its final report dated
November 1965 has affirmed that there is need for safe, decent
housing at law cost for the elderly in Palo Alto and has urged
the establishment of a county housing authority, and
WHEREAS,there now exists a solution to the problem of
supplying adequate housing for low income families, namely, the
activation of Section 23 of'the,Housing and Urban Development Act
of 1965 by a'local housing authority, and
WHEREAS, the Santa Clara County Board ,of Supervisors now has
a proposal under consideratiofi. recommendig-the activation of a
local housingauthority:and the use -rf Section 23 of said Housing
and Urban Development Act, of 1965,
WHEREAS, the Council of the City of Palo Alto is of the
opinion that the problem' of provildimy federal low-cost housing

for the elderly in Palo Alto can be handled most.. efficiently and
expeditiously t*arr gh a county housing a thori :
NOW, .•' THEREFORE, the Council of the City of Palo Alto
DOES RESOLVE as follows:
ssmap 1. That it urges and recommends to the Santa Clara
County Board of Supervisora that they establish immediately a
county housing authority offive or more mfrs whose primary
responsibility will be to make a factual survey of the County's

social, economic and physical resources and to formulate and
recommend appropriate action programs, both private and public,
to provide adequate low-cost housing. Palo Alto's participation
in such a program to be subject to acceptance or rejection of the
Council of the City of Palo Alto.
SECTION 2. That factual surveys conducted by said county
housing authoritycreated by Santa Clara County include the City
of Palo Alto.
