RESOLUTION NO. 3926
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN
(Effective July 4, 1966)
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to the provisions of Section 12 of
Article III of the Charter of the City of Palo Alto, the Compensa-
tion Plan, as set forth in EXHIBIT A attached hereto and made a
part hereof, is hereby adopted.
SECTION 2. The Compensation Plan shall be administered by
the City Manager in accordance with the Merit System Rules and
Regulations, provided that the Council shall administer the
Compensation Plan for the City Assessor, City Attorney, City
Clerk, City Controller and City Manager.
SECTION 3. The Compensation Plan shall be effective
July 4, 1966. Only those persons who are employees of the
City of Palo Alto on the date of adoption of this resolution
shall be entitled to receive retroactive benefits under said
Compensation Plan.
SECTION 4. This resolution Supersedes Resolution 3829 and
all amendments thereof.

COMPENSATION PLAN FOR THE CITY OF PALO ALTO
SECTION 1. SALARY RANGES
There are two types of salary ranges in the Compensation
Plan, the Classified Salary Ranges and the Administrative Salary
Ranges, and their bi-weekly equivalents, as set forth in this section.
For the purpose of merit salary advancement, the following are the
steps and time intervals which shall apply to the Classified Salary
Ranges, except as otherwise provided:
Steps Time Interval
A Beginning rate.
B After 6 months on next lower step.
C After 1 year on next lower step.
D After 1 year on next lower step.
E After 1 year on next lower step.
In administering this plan, the City Manager is authorized
to make appointments to, or establish employees on, any one of the
steps indicated above if in his opinion it would be difficult to ob-
tain or retain qualified personnel.
Administrative Salary Ranges are formulated with a minimum
and maximum within which the City Manager is authorized to establish
a salary at any point within the range.
Salaries paid to personnel in either the Classified or the
Administrative Ranges shall be administered in accordance with the
Compensation Plan, the Merit System Rules and Regulationa,.and such
administrative procedures as may be issued by the City Manager from
time to time for purpose of clarification and interpretation.
Payment of salaries set forth in this Compensation Plan
shall be made in accordance with the Table of Hi -weekly Equivalents
based upon a year, for compensation purposes, of 364 days, pursuant
to the bi-weekly pay periods provided by the Merit System Rules and
Regulations.

Bi-weekly equivalents for salaries not shown shall be determined by multiplying
the monthly salary by twelve (12) and dividing by twenty-six (?.6)

SECTION 2. SPECIAL COMPENSATION
A. Annual Adjustment
Each employee of the City who has been a full-time employe? since
January 1st of the current year and has been employed continuously shall
on December 20th of each year receive, in addition to his salary as pre-
scribed herein, a salary adjustment equal to one percent (1%) of his
current annual gross pay.
B. Holidays and Overtime
Compensation for overtime and holidays shall be in conformance
with the Merit System Rules and Regulations and Administrative Directives
issued for the purpose of clarification and interpretation.
C. Standby Compensation
Employees performing standby duty shall be compensated as follows:

Additional compensation in the sum of $8.00 per day shall be paid
sworn police personnel appearing in court for the City during off -duty
hours except for such positions as may be exempt by the City Manager.
All witness fees received by such personnel shall be turned over to
the City of Palo Alto.

F. Police Reserves
The following compensation shill be paid for Police Reserve duty:
1. Police Reserves voluntarily in training: per hour
payable to the City of Palo Alto Police Reserve
organization.
2. Police Reserves assigned to regular police duty: pro
rata of Step A of the Police Officer's salary range.
