RESOLUTION NO. 3908
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
REQUESTING THE UNITED STATES DEPARTMENT OF THE
INTERIOR BUREAU OF LAND MANAGEMENT NOT TO DISPOSE
OF ANY PUBLIC DOMAIN LANDS WITHIN SANTA CLARA
COUNTY UNTIL ADEQUATE PLANS HAVE BEEN FORMULATED
WHEREAS, the Classification and Multiple Use Act of the
Eighty-eighth Congress gives the Secretary of the Interior
authority to classify public land for retention and management,
and authorizes the Secretary of the Interior to formulate regu-
lations and criteria under which public land might be classified
either for retention and management or for disposal under the
various land laws; and
WHEREAS, the Bureau of Land Management is currently
commencing a classification study of the South Bay Planning
Unit of the Diablo Region, which includes Santa Clara County;
and
WHEREAS, there are approximately eighty-one hundred (6100)
acres of land in the public domain within Santa Clara County
subject to the provisions of the "Classification and Multiple
Use Act"; and
WHEREAS, much of the land now under public domain consists
of many separated parcels; and
WHEREAS, the City of Palo Alto believes that one of the
prime uses for these public domain lands would be for retention
and management as a part of an overall open space and recrea-
tional program properly integrated with State and local
agencies' plans for recreational purposes; and
WHEREAS, retention and management of these public domain
lands on an assembled basis would be of significant benefit as
a semi -wilderness area close to a major metropolitan area of
approximately one -million people;
NOW, THEREFORE, be it RESOLVED by this City Council of the
City of Palo Alto, County of Santa Clara, State of California,
that the United States Department of Interior Bureau of Land
Management be requested to withhold disposal of any public
domain lands within the County of Santa Clara until such time
as a cooperate planning and classification effort is completed
involving the United States Government, the State of California,
the County of Santa Clara, and the various cities in the County
of Santa Clara.
BE IT FURTHER RESOLVED that copies of this resolution shall
be sent to all affected State and Federal governmental agencies
and to both California United States Senators and Congressmen
representing this area.
