RESOLUTION NO. 4052
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
APPROVING SCHEDULE OF ACTIONS TO BE TAKEN LEADING TO
PROVISION OF SUPPLEMENTAL WASTES TREATMENT AND DISPOSAL
FACILITIES IN ACCORDANCE WITH REGIONAL WATER QUALITY
CONTROL BOARD RESOLUTION NO. 436 AND RESOLUTION NO. 67-53
AND DIRECTING THE CITY STAFF TO INITIATE THE NECESSARY
WORK TO BE DONE AND RESCINDING RESOLUTION NO. 3876
WHEREAS, the Regional Water Quality Control Board of the
State of California, by its Resolutions No. 436 and No. 67-53, did
prescribe requirements as to the nature of waste discharge by the
City of Palo Alto into tributary waters of San Francisco Bay; and
WHEREAS, said Resolution requires the City to approve a
schedule indicating actions and timing to expand existing facili-
ties at such time as the waste flow volume reaches 8.5 million
gallons per day; and
WHEREAS, present waste flow volume exceeds 8.5 million
gallons per day, and it is anticipated that waste flow volume
will exceed 10 million gallons per day by June 1970; and
WHEREAS, the City of Palo Alto is desirous of continuing
its past record of civic responsibility in meeting the wastes
treatment and disposal needs of its citizens as well as conform-
ing to the prescribed requirements of the Regional Water Quality
Control Board; and
WHEREAS, the City Manager has recommended a schedule of
actions to be taken, leading to provision of necessary supple-
mental facilities before the waste flow volume reaches 10 million
gallons per day.
NOW, THEREFORE, the Council of the City of Palo Alto
does RESOLVE as follows:
SECTION 1. That the following schedule of actions to be
taken by the City leading to provision of necessary supplemental
waste treatment and disposal facilities in accordance with the
requirements of the Regional Water Quality Control Board be and
the same hereby is approved as a general policy guide:
TIME SCHEDULE
1. December 1967 Authorize preparation of engineering plans
and specifications for project.
2. September 1968 Project financing completed.
3. November 1968 Project engineering plans and specifications
completed.
4. December 1968 Council awards construction contract for
project.
5. March 1970 Project completed, accepted and placed into
operation.
6. June 1970 Operational procedures established. All
requirements of the Regional Water Quality
Control Board being met.
SECTION 2. That the City Clerk is hereby authorized and
directed to transmit a certified copy of this resolution to the
Regional Water Quality Control Board, and the staff is hereby
authorized and directed to proceed with the program outlined
therein.
SECTION 3. That Resolution 3876 of the Council of the
City of Palo Alto is hereby rescinded.
