RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
TRANSMITTING TO THE ASSOCIATION OF BAY AREA GOVERN-
MENTS THE COUNCIL'S RECOMMENDATIONS REGARDING THE
PRELIMINARY REGIONAL PLAN
WHEREAS, the Council and the Planning Commission of the
City of Palo Alto recognize the need for and the City's
responsibility in planning for the development of the Metro-
politan San Francisco Bay Region by supporting and participating
in comprehensive regional planning, particularly including
transportation, solid waste disposal, water quality control,
bay conservation and development, air pollution control,
regional open space and parks, and metropolitan airport
planning, and
WHEREAS, the Planning Commission has conducted discussions
and reviewed the Preliminary Regional Plan of the Associa
of Bay Area Governments on April 26 and June 21, 1967, an ?I
been the beneficiary of a special presentation of the Prelimi-
nary Regional Plan by the Planning Director of the Association
of Bey Area Governments on June 21, 1967, and
WHEREAS, the Council has reviewed the Preliminary Regional
Plan together with the Palo Alto Planning Commission's recommen-
dation with respect thereto.
NOW, THEREFORE, the Council of the City of Palo Alto
does RESOLVE as follows:
1. The Association of Bay Area Governments is to be
commended on its difficult and ambitious undertaking
in developing the long-awaited Preliminary Regional
Plan for the San Francisco Bay Region.

2. As part of the City's responsibility in evolving a
final regional plan, the Council of the City of Palo
Alto recommends to the Association of Bay Area Govern-
ments the following proposed amendments to the Pre-
liminary Regional Plan, which proposed amendments are
indexed by number and shown on the attached exhibit,
together with a copy of the legend relative to the
Preliminary Regional Plan:
A. Proposed amendments to the Preliminary Regional
Plan Map to reflect policies expressed in the
Palo Alto General Plan:
(1) It is recommended that the Association of Bay
Area Governments amend its plan to indicate
Low Density Residential land use where it
presently indicates "Permanent Open Space" and
"Other, Reserve Open Space" land use in the
following locations:
(a) Page Mill Road and Arastradero Road.
(b) Page Mill Road and Skyline Boulevard.
(2) It is recommended that the Association delete
the suggested Bayfront Freeway designation.
(3) It is recommended that there be an amendment
to the plan to indicate Medium Density Resi-
dential land use as follows:
(a) Where there is presently indicated "High
Density Residential" land use in the
vicinity of Alma Street and San Antonio
Avenue.
(b) Where there is presently indicated "High
Density Residential" land use in the
vicinity of Embarcadero Road and Alma
Street.
(4) Permanent Open Space land use should be
indicated where the plan presently indicates
"Medium Density Residential" land use north
of Bayshore Freeway.
B. The following proposed amendments to the Pre-
liminary Regional Plan reflect certain inaccuracies
therein due to scale or conditions not existing
when the Preliminary Regional Plan was developed:
Amend the plan to indicate "Industrial" land
use:
(a) Where there is presently indicated
"Medium Density Residential" and "High
Density Residential" land use in the
vicinity of Bayshore Freeway and San
Antonio Road.
(b) Where there is presently indicated
"Medium Density Residential" land use.
between El Camino Real and Alma Street
in the vicinity of Page Mill Road.
(c) Where there is presently indicated "L -4
Density Residential" land use in the
vicinity of Foothill Expressway and
Hillview Avenue.
