RESOLUTION NO. 4027
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
RESTATING ITS SUPPORT FOR THE RUMFORD FAIR HOUSING
ACT
WHEREAS, on November 21, 1963, the Palo Alto Citizens'
Advisory Committee on Human Relations, adopted a resolution in
support of the Rumford Fair Housing Act; and
WHEREAS, on November 26, 1963 pursuant to said resolution
the Council of the City of Palo Alto adopted its Resolution
No. 3696 resolving that the Rumford Fair Housing Act be given
a fair trial of operation before revision or repeal; and
WHEREAS, on September 28, 1964 the Council of the City
of Palo Alto by its Resolution No. 3770 declared that Proposi-
tion No. 14 on the November, 1964 ballot, was unwise legislation
and recommended a "NO" vote on that measure; and
WHEREAS, a majority of the electorate of the City of Palo
Alto voted against said Proposition 14; and
WHEREAS, on July 1, 1967 the Palo Alto Human Relations
Council went on record in support of the Rumford Act and recom-
mended that it remain unchanged; and
WHEREAS, the Supreme Courts of both the State of Cali-
fornia and the United States have declared Proposition 14
unconstitutional with the result that the Rumford Fair Housing
Act remains fully valid and enforceable.
NOW, THEREFORE, the Council of the City of Pala Alto does
RESOLVE as follows:
SECTION 1. The Council of the City of Palo Alto hereby
restates its support for the Rumford Fair Housing Act and urges
the Legislature of the State of California not to repeal said
act.

SECTION 2. The City Clerk is hereby directed to transmit
a certified copy of this resolution to the Honorable Ronald
Reagan, Governor of the State of California, the Honorable
Clark L. Bradley, Senator from the 14th District and the Honorable
George W. Milias, Assemblyman from the 22nd District.
