HomeMy WebLinkAboutRESO 4015• ORIGINAL RESOLUTION NO. 4015 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO REAFFIRMING RESOLUTION NO. 3818 AND MAKING CERTAIN AMENDMENTS THERETO WHEREAS, the City of Palo Alto desires to express its continuing support of the Palo Alto Human Relations Council; and WHEREAS, the City Council further desires to recognize the regional nature of the matters that comprise the scope and responsibility of the Palo Alto Human Relations Council; NOW, THEREFORE, BE IT RESOLVED as follows: SECTION 1. The Council of the City of Palo Alto re- affirms the intent and provisions of its Resolution No. 3818, and hereby reaffirms its support of the work and purposes of the Palo Alto Human Relations Council and its members and urges each of them to continue their vitally important assign- ments. SECTION 2. The Council of the City of Palo Alto acknowledges the need for full and frank communication with the Palo Alto Human Relations Council and to that end, the City Council: A. Directs the Mayor to appoint a member of the City Council as a permanent liaison representa- tive to the Palo Alto Human Relations Council, and further to encourage all members of the City Council to attene, when possible, meetings of the Palo Alto Hunan Relations Council. B. Agrees to re-examine and study the work that the Palo Alto Human Relations Council is, or will be, undertaking, and otherwise to provide full policy • • guidelines to the Palo Alto Human Relations Council, in consultation with the Fair Employment Practices Commission of the State of California. SECTION 3. The Council of the City of Palo Alto recognizes that the problems and issues with which the Palo Alto Human Relations Council are concerned transcend city boundaries and are regional in character, and, therefore, the City Council, while sustaining the Palo Alto Human Relations Council as a strong and effective body, hereby directs the Mayor to initiate discussions with the several mid -peninsula governmental jurisdictions, and including the Counties of San Mateo and Santa Clara, leading to: A. The establishment of local Human Relations Councils or comparable entities in each municipality; and B. The establishment of a Mid -Peninsula Human Relations Council or comparable entity to be composed, initially, of delegates from each municipality's Human Relations Council or similar Council, from similar bodies established by the Counties of San Mateo and Santa Clara, and from other local or regional governmental jurisdictions. SECTION 4. That pending the establishment of such a regional entity, the Council of the City of Palo Alto, in recognition of the imperative need to establish closer liaison with representatives of ethnic, business, educational and other groups in nearby communities, hereby directs the Mayor, with the approval of the Palo Alto City Council and the Fair Employment Practices Commission of the State of California, to appoint up to two (2) additional qualified and responsible persons from neighboring communities to serve as associate members for varying terms, to be determined by the Chairman 2 - • of the Palo Alto Human Relations Council, but not to exceed one year. Such associate members would serve in an advisory capacity or in any manner the Chairman of the Palo Alto Human Relations Council may direct, subject to the provisions of Section 2B, providing however that the privileges of holding the office of Chairman and voting would be reserved to members residing in the City of Palo Alto. SECTION 5. That the Mayor of the City of Palo Alto be directed to continue to encourage the increasingly active participation of leaders in the business and financial community, the professions, education and others to optimally enlist the rich human resources of this City in launching a significant effort toward improvement in the areas of housing, family life counselling, education and training and job opportunity, and to work closely with the Palo Alto Human Re- lations Council and such regional groups as may be established in such matters.
