l_ •• .. • ORIGINAL RESOLUTION NO. 5111 RESOLUTION OF THE COUNCIL OF TP.E CITY OF PALO ALTO AMENDING RESOLUTION 4291 CHANGING THE CITYWIDE STOP INTERSECTION SYSTEM AND /.1AP The Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. Exhibit "A", which shows the existing stop sign system as adopted by Resolution 4291 anc! thereafter from time to time amended, is hereby changed and modified as set forth on Exhibit ''B", a map entitled "Proposed Modification to Stop Intersection system, July 1975," which is attached hereto and by this reference made a part hereof. SECTION 2. The Council finds that the passage of this resolution will have no' significant environmental impact. James Street/El camino Way (stop on James) No vehicular right-of-way control presently exists at this intersection. InadequRte sight-distance visibility due to extensive utilization of on- street parking areas along El Cemino Way creates a need for a st~p on James. This action will reduce the potential for accidents at this inter- lection • . J·: Mesa Avenue/Manuela Avenue (2-way stop) There is no right-of-way control at the intersection of Mancela and Mesa. Inadequate sight distance and lack of sidewalks or pathways for pedestrians substantiate the need for a 2-way stop intersection. with Manueia remaining a through street •.• , ~ .. ~ ""; _,- 3. Wilkie Way/Edlee Avenue Park Boulevard/Edlee Avenue (stop on Edlee) Preaently~ no vehicular .~ight-of-way controls exiat at these intera~ctions. The residents of this neighborhood have requested 3-way stops to control the right-of-way problem at both intersectiODB and the non·~sidential traf- fic on these streets~ The noainal amount of through traffic on Park and Edlee documented by the Olive-wast Meadow traffic study does not justify 3-way stops at tbeae int.ereectiODa. Poor sight distance visibility, however, does require a full atop on. bodl eDda of EcU.ee before entering the inter- sections. High Street/Lytton Avenue Florence Street/Lytton Avenue Gilman Street/Hamilton Avenue Portage Avenue/El Camino Curtner Avenue/El Camino Real Nelson Drive/Charleston Road The installation of new traffic-signals at these intersections necessitates the removal of the stop indicated on the ''Stop Intersection System11 map. 7. Christine Drive/Ross Road There is presently no right-of-way control at this intersection. Visibility restrictions are imposed by shrubbery at this intersection. Desi.gnat:!.on of Ross Road as a through street at its intersection with Christine Drive will ameliorate potential safety hazards at this location •. 8. Briarwood Way/FerM Avenue Briarwoe>d Way/Hemlock Court Boyce Avenue/Homer Avenue/Seneca Street Residents of these areas have reported reckless driving and speeding. The. residents believe that installation of 3-way stop aigna at the Briarwood/ Ferne and Briarwood/Hemlock intersections,. and a 4-vay atop sign at the Boyce/Hoaer/Seneca intersection will at lease help ameliorate the problems,. if not-resolve them entirely.
