HomeMy WebLinkAboutRESO 5016I I •• • ORIGINAL RESOLUTION NO. ~16 RESOLUTION OF 'l'HE COUNCIL OF T CITY OF PALO ALO ENDORSING PROPOSITION 15 ON THE NOVEMBER STATE GENERAL ELECTION BALLOT WHICH WOULD REPEAL ARTICLE 34 CONCERNING LOW RENT HOUSING PROJECTS WHEREAS, under our representative form of government, there is no compelling reason why governmental housin9 assistance to the elderly, to the poor, to the disabled, and to similarly dis- advantaged persons must receive the prior.approval of the electorate while the expenditure of public monies on other matters, many of much lesser human importance, normally is left to the wisdom of the elected legislative body, subiect to the referendum p9wer of· the people1 and WHEREAS, Article 34 of the Constitution of the State of California presentiy_ ~e~s up a time-consuming and costly barrier to governmentally-assisted low rent housing projects by prohibitinq their development, acquisition, or construction by a state public body without the prior approval of the electorate of the city, town, or county_ in which the prQ~.9_t is p~9p9sed to_ be develop~_Q., constructed, or acquired; and WHEREAS, the persons who are effectively denied housing assistance by the operation of said Article 34 are def iped in said Article 34 as "persons or families who lack the a..~ount of income which is necessary • o o to enable them, without financial assistance, to live in decent, safe, and sanitary dwellings, without overcrowding_", and thus include the elderly, the pg.Qr, the disabled, and similarly disadvantaged persons; and WHEREAS, said Article 34 has had a drastic and debilitating effect on the ability of governments at all levels to helR such persons with their basic housing needs; and WHEREAS, said Article 34 is obsolete, cumbersome, costly,__ and unnecessary under our modern form of government; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: · SECTION 1. The Council of the City of Palo Alto he~eby urges all citizens of the State of California to vote •YEs" on Proposition 15 on the November state general election ballot which would repeal Article 34 of the ConstitutiQn of the State of California. SECTION 2o The Council of the City Of Palo Alto h~reby directs the city-Clerk of the City of Palo Alto to forward a certified copy of this resolution to Assemblyman Willie Lo Brown, Jro, to State Senator Peter Bo Behr, and to Mro John Fe Henninq, Executi~ Secretary, California Labor Federation, AFL-CIO, who have authored the ballot argument in favor of Proposition 150 INTRODUCED AND PASSED: October 21, 1974 AYES: Clay, Comstock, Henderson, Pearson, Norton, NOES: ~eahrs ABSTAIN: Berwald ABSENT: None ATTEST: APPROVED: ~ 15> :b. -. .
