HomeMy WebLinkAboutRESO 5013... • RESOLUTION SUPPORTING INITIATIVE PROTECTION • ORIGINAL RESOLUTION NO. ~J.3 OF THE COUNCIL OF Tiff CITY OF PALO ALTO THE PASSAGE OF PROPOSITION 17 (AN MEASURE TO ENACT THE STANISLAUS RIVER ACT OF 1974) ON THE NOVEMBER 1974 BALLOT FOR THE STATE OF CALIFORNIA WHEREAS, the deep-felt concern of the City of Palo Alto for the preservation of wildlife as well as.natural beauty and resources extends beyond the boundaries of the City of Palo Alto: and WHEREAS, Proposition 17 on the November 1974 ballot of the State of California, an initiative measure to be submitted directly to the electors,.would amend the .Public. Re.sources Code of the State of California to designate .specified-portions of the main stem of the Stanislaus River as components of the California Wild and Scenic Rivers System; and WHEREAS, said Proposition 17 declares.that the-Stanislaus River between Camp Nine and. Parrot~ s. Ferry Bridger one-0f .. said. specified portions, is a unique and .. extraordina.t:y: -civer resource, possessing unusual and valuable.caves and.geological-£OXJnations, the State• s most heavily used .. whitewater. boating..-area, spec- tacular limestone cliffs, and an important trout fishery; and WHEREAS, said Proposition 17 further.declares that.the Stanislaus River from Goodwin Dam.to the junction.of.the San Joaquin River, the other said. specified.portionr is .an.outstanding example of a Central.Valley river, possessing large expanses of riparian habitat, valuable canoeing waters, many historical sites, and a noteworthy salmon fishery and.is one of a very few such rivers remaining in California: and WHEREAS, said Proposition 17 not.only would .add.said parts of the Stanislaus River to the California Wild .and . .Scenic.Rivers System but also would prohibit construction or operation of a flood control structure which would.substantialiy diminish the public use or enjoyment of those. specified. porti ans hnt:.woul.d not prohibit structural or.nonstructural.measw:es .. necessa-ry.for flood protection provided that.such measures would .adversely affect those designated.portions.of the.Stanislaus River only for necessary temporary flood storage; and WHEREAS, since the.Army Corps.of.Engineers has_a_tradition of respecting an affected State's.opposition to a proposed project, the outcome of Proposition.17 will.shape the .views of the Army Corps of Engineers on the proposed New Melones Dam on the Stanislaus River: NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The Council ot the City of Palo.Alto hereby does urge the residents of the City of Palo Alto and the people of the State of California.. to vote YES on.Proposition 17 on November S, 1974. . ~ ' • • SECTION 2, The Council of the City of Palo Alto directs the city Clerk to send a copy of this resolution to United States Senators Alan Cranston and John .v. Tunney, to Congressmen Paul N. Mccloskey, Don Edwards, and Leo J. Ryan, and to the Campaign Directors of Friends of the.River.
