HomeMy WebLinkAboutRESO 4990• • ORIGINAL RESOLUTIOU NO. .!!,.9..2.Q_ RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ENDORSING THE EMPLOYMENT OF LOCAL PERSONS WHEREAS, the County of Santa Clara has a fairly constant percentage of reported unemployment; and WHEREAS, there exists other unemployment not reported by the Department of Human Resources Development, to wit: the unemployed who have given up actively seeking employment; the underemployed who work part time but who wish to work full time; the underemployed working below their level of skill; the unemployed enrolled in manpower training programs; persons between 14 and 16 years of age actively seeking employment; and WHEREAS, unemployment deleteriously affects the socio- economic well being of Santa Clara County, to wit: forcing social services to maintain over 2,600 families on aid to families with dependent children; reducing individual power of consumption of foods and services; contributing to family deterioration, alcohol and drug problems, mental and medical problems, hostility between races and sexes, and crime; and WHEREAS, unemployment causes loss of potential revenue which could be used to provide necessary environmental, medical, educational, transportation and other con:ununity supporting services; and WHEREAS, our economy continues to be affected by its transition away from agriculture and toward highly technical industry; the rapid advancement of technology causes many skills to become quickly obsolete; further agricultural decline causes greater unemployment of agricultural and related industrial workers; the steadily increasing number of women seeking employment increases the demand for jobs; the conversion from war -related production to peaceful activities means at least temporary unemployment for veterans, civilian support personnel and those working in war-related industries; potential reductions in manpower programs further reduce individual opportunity; NOW, THEREFORE, the Council of the City of Palo Alto RESOLVES as follows: SECTION 1. That the City of Pa~~ Alto seek cooperation from existing and new employers in its interest in their utilization of the area 1 s existing unemployed and underemployed workforce. SECTION 2. That the City of Palo Alto continue to seek to utilize, !n its own employment practices, the area's existing unemployed and underemployed workforce.
