RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING RESOLUTION 4800 ADOPTING A COMPENSATION
PLAN FOR POLICE NON-MANAGEMENT PERSONNEL
WHEREAS pur~,,~11t to Section 12 of Article Ill of tbe Charter
of the City of Palu .. ~to, the City Council of the City of Palo Alto
did on July 16~ 1973, adopt a Compensation Plan for Police Non-Management
Personnel for the Fiscal years 1973-1974, 1974·J.975, 1975-1976 (effective
June 25 1 1973); and
WHEREAS, said Compensation Plan provided for a cost-of-living
increase effective June 23, 1974~ based on the Department of Labor
Consumer Price Index which increase will be 8.24.
NOW~ THEREFORE; the Council of the ~ity of Palo Alto does RESOLVE
as follows'
SECTION 1. That the Compensation Plan, as set forth in EXHIBIT A,
attached hereto and made a part hereof by reference is hereby adopted
for Police Non-Management Personnel providing for an 8.24 cost-of-living
increase effective June 23, 1974.
SECTION 2. That the Compensation Plan is modified on Page 4 to
increase the hourly rate paid to Police Reserves for training from
$1.00 to $2.00 to comply with the Fair Labor Standards Act. The regular
duty rate is increased from $5.38 to $5.83 to coincide with the rate
paid beginning Police Officers. On Page 5~ under Life Insurance, a
clarifying phrase is added.
SECTION 3. That the Compensation Plan adopted herein shall be
administered by the City Manager in accordance with the Merit System
Rules and Regulations.
SECTION 4. That the City Controller is hereby authorized to
implement the Compensation Plan adopted herein in his preparation
of forthcoming payrolls to reflect the effective date of June 23,
1974i of the cost-of-living increase.
SECTION 5. That Resolution 4800 is hereby amended as set forth
in Sect!ons 1 through 4 above and in all other respects shall remain
in full force and effect as originally adopted.

COMPENSATION PLAN P'OR THE CITY OF PALO ALTO
POLICE PERSONNEL
SECTION 1. SALARY
A. Salary Range Tables
Personnel covered by thi9 plan shall receive compensation within the
salary ranges set forth in ~~P. Salary Range Tables that follow Section
2. The salary range for each-~osition classification title and number
is expressed in bi-weekly and/i.·r hourly rates aloag with the approxi-
mate monthly and/or annual equivalent.
B. Establishment of Salary
The City Manager is authorized to moke appointments to or advance~nts
within the prescribed ranges upon ev~luation of employee qualification
and performance.
For purpose of merit advancement, step~.A though E or l through 3
(for certain classifications) are provid&~ within the salary ranges
for all classifications. The minimum time :lnterval between merit steps
is one year except where initial appointment is at the ~.step (or
Step 1), the minimum time interval between steps A and B (1 and 2)
is six months. The City Manager, in recognition of unusual circum-
stances or extraordinary performance, may authorize special merit a.d-
vancement.
In the event that a downward adjustment of a salary range indicates a
reduction in the established salary of an individual employee, the
City Manager may, if circumstances warrant, continue the salary for
such employee in an amount in excess of the revised range maximum for
a reasonable period of time. Such interim salary rates shall be
defined as 11·l -ra tes0 •
1. On September 30, 1973, a survey of benchmark jurisdictionii listed
below shall be completed on the Police Officer (or equivalent) ·classi-
fication and appropriate range adjustments shall be made as neces-
sary, retroactive to June 25, 1973 according to the indicated for-
mula:

SECTION 2. SPECIAL COMPENSATION
Persoanel covered by this conipensation plan, lo addition to the salary
set forth in Section 1 above, may receive specibl compensation as follows.
Eligibility shall be in conformance with the Merit Rules and Regulations
and Administrative Directives issued by the City Manager for the purposes
of clarification and interpretation.

A. Annual Adjustment
Annually, each employee who holds a regular full-time appointment in
the municipal service ·on or before July first and continues in such
status through the first day of Pay Period No. 12 (in December) shall
receive, in addition to the salary prescribed herein, a salary adjust-
ment equal to one percent of the employee's current annual salary.
Annual adjustments shall be prorated _:to reflect appointment from January
l through J~ly 1 of the current year, or interrupted service during
the year.
B. Overtime, Working_ Out· of Classification, and In-Lieu Holiday P.af
Compensation for overtime vork, working out of classification and
scheduled work on paid holidays shall be in conformance with the
Merit Rules and Regulations and Administrative Directives.
C. Night Shift Differential
Effective June 25, 1973, night shift differential shall be paid at the rate
of 51 to represented classes for all hours worked between 6:00 P.M. and
8:00 A.M.
D. Parking in Civic Cent!r Garage
Effective .June 25, 1973,-employees-in represented classes shall be entitled
to free parking in the Civic Center garage.
E. Pers-onal Development Program
Pursuant to administrative rules governing eligibility and qualifi-
cation the following may be granted to sworn police personnel:

H. Group Insurance
The City will pay the following a1:10unts of premium on behalf of personnel
who are eligible for coverage under various group insurance plans arranged
by the City:
1. Health insurance
Effective June 25 1 1973: tooi of medical premium payments for em-
loyee and dependent medical coverage under
existing contracts or will assume existing
contracts on a fully paid self-insured basis.

Effective June 25:. 1973: $6.30 per month for employee dental premiums
Effective June 24, 1974: The City shall assume any premium rate increase
in conjunction with existing-employee and de·
pendent dental coverage.
Effective June 30, 1975:-The City shall assume any premium rate increase
in conjunction with existing employee and de•
pendent dental coverage.

I. Uniform Purchase Plan
