RESOLUTION OF n1Z COUNCIL OF THE CITY OF PALO ALTO
IN SUPPORT OF THE PASSAGE OF PROPOSITION 9, RELATING
TO CONFLICT OF INTEREST, FINANCIAL DISCLOSURE, Al1D
LIMITATIONS AFFECTING POLITICAL CAMPAIGNS, PUBLIC
OFFICIALS AND LOBBYISTS, AND OTHER MATI'ERS, TO BE
CONSIDERED BY THE VOTERS AT THE JUME 4, 1974, PRIMARY
ELECTION
WHEREAS, Proposition 9, the Political Reform Act~of-1919
would enact provisions relating to campaign funds, lobbyists,
conflicts of interest, and the preparation of ballot measures•
and
WHE:aEAS, th& measure would provide for the appointment of
a Fair Political Practices CODllliasion to administer the Act and
investigate possible violations; and
WHEREAS, the measure would enact provisions substantially
the same as existing law for the filing and auditing of campaign
statements but requiring smaller contributions and expenditures
to be reported and increasing penalties for violation; and
WHEREAS, the measure would limit cash.e!C}lenditures IUld
impose lower amounts as the lawful limits for anonymous contri-
butions and...i:ontributions in cash and limit other campaign
expenditures; and
WHEREAS, the measure would alter and add to the regulation
of lobbyists, on the state level; and
WHEREAS, the measure would enact conflict of interest and
financial disclosure provisions applicable to state and local
officials and employees; and
WHEREAS, the measure would also change and add to provisions
governing the preparation of ballots and ballot -pamphlets;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The adoption of Proposition 9 by vote of the
people at the·June 4, 1974 election is in the best interests of the
people of this state and the residents of the City of Palo Alto.
SECTION 2. The Council of the City of Palo Ali;.o urges
passage of this measure by a 'YES vote on Propoaitlon 9.
