JU!:SOLU'l'ION OF THE COUNCIL OP 'l'HE CITY OF PALO ALTO
IN SUPPORT OF THE--PASSAGE . OF COUNTY OF SANTA CLARA
MEASURE A, TO BE CONSIDERED BY 'l'BB VOTERS AT THE
JUNE 4, 1974 PRIMARY ELECTION
WHEREAS, Article XXVI of the Constitution now qenerally
restricts the use of revenues derived from state-imposed h~qh
way users taxes and fees, such as the gas tax, diesel fuel tax,
and vehicle registration and weight fees, to the construction
and maintenance of public highways or the administration and
enforcement cf l.awa· on public highways, in the case of regis-
tration and weight feea1 and -
WHEREAS, Proposition 5 would amend the State Constitution
to authorize, in part, the use of these revenues for research,
planning, construction, improvement and specified maintenance
of public mass transit guideways, ~d related fixed facilities,
and for lessening the environmental effects of such tra.~ait
facilitiesr and
WHEREAS, the Council of the City of Palo Alto has declared
its support of the passage of Proposition S by Resolution No.
4944, passed May 13, 19741 and
WBERBAS, the expenditure· of such revenues for public mass
transit purposes in any c:ounty,"or specified area thereof,
except for research and planning, would be prohibited unless
such use is a}--proved by a majority of voters in the county or
area voting on the iaaue1 and
WHEREAS, County of Santa Clara Measure A provides an oppor-
tunity for the voters· in Santa Clara County to approve the use
of motor vehicle revenues for construction of public mass transit
guidewaysr
NOW, THEREl'ORB, the Council of the City of Palo Alto does
RESOLVE as followsa
· · ·SECTION l. 'l'he adoption of County of Santa Clara Measure A
by vote o! the people at the June ,, 1974 election is in the best
-intereats of the people of this coun~ and the residents of the
City of Palo Alto.
