RESOLUTION OF THE COUNCIL OF THE CITY OF PALO AI:ro
IN SUPPORT OF THE PASSAGE OF PROPOSITION 6, AN AMEND-
MENT TO THE STATE CONSTITUTION REQUIRING PROCEEDINGS
OF THE STATE SENATE AND ASSEMBLY COMMI'lTEES TO BE
OPEN AND PUBLIC, TO BE CONSIDERED BY THE VOTERS AT
THE JUNE 4, 1974, PRIMARY ELECTION
WHEREAS, Proposition 6 would amend the State Constitution
to specifically require that proceedings of conmittees of the
Legislature, as well &~ proceedings of each of the two houses,
be public. The measure would also spec~fically provide that
this requirement be made by a statute or by a concurrent
resolution which resolution would have to be approved by two-
thi%ds of the members of each house; and
. WHEREAS, there is presently no sue~ constitutional require-
ment as to legislative committee meetings, although with
specified exceptions, stat-~tes require such meetings to be
public; and
WHEREAS, public sc~ti~y of· .l!gislative "deliberations will
be more adequately secured by the·~equirements of this measure.
NOW, THEREFORE, the Council of the City of Palo Alto
RESOLVES as follows:
SECTION 1. The adoption of Propositi~n 6 by vote of the
people at the June 4, 1974, election is in the best interests of
the people of this state and the residents of the City of Palo
Alto. ' · , · . .
· SECTION 2. The Council of the City of Palo Alto urges
passage of this measure by a YES vote on Proposition 6.
