RESOLUTION NO. 4944 -
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO AL'EO ·
IN SUPPORT OF THE PASSAGE OF PROPOSITION 5 AN
AMENDMENT TO THE STATE CONSTITUTION, AUTHORIZING
THE USE OF STATE-IMPOSED HIGHWAY USERS TAX REVENUES
FOR MASS TRANSIT AS WELL AS HIGR'WAY PURPOSES, TO
BE CONSIDERED BY THE VOTERS AT THE JUNE 4, 1974,
PRIMARY ELECTION
WHEREAS, Article XXVI of the Constitution now generally
restricts the use of revenues derived from state-imposed hlgh-
way uBers taxes and fees, such as the gas tax, diesel fuel tax,
and vehicle registration and weight fees, to the construction
and maintenance of public highways or the administration and ·
enforcement of laws on public highways, in the case of regi.s-
tration and weight fees; and
WHEREAS, .Proposition 5 would amend the State Constitution
to authorize, 'in part, the use of these revenues for research,
planning, construction, improvement and specified maintenance
of public mass transit gui.deways, and related fixed facilities,
and-for lessening the environmental effects of such transit
facilities;_and
WHElEAs, the expenditure of such·r~venues for public mass
transit purposes in any county, or specified area thereof,
except for research and planning, ~uld be prohibited unless
such use is approved by a majority of voters in the county or
area voting on the issue;
NOW, THEREFORE, the Council of the City-of Palo Alto does
RESOLVE as fol.lows:
SECTION 1. The adoption of Proposition 5 by vote of the
people at the June 4, 1974 election is in the best: interests
of the people of this state and the residents of the City of Palo
Alto.
SECTION 2. The Council of the City, of Palo Alto urges
passage of this measure by a YES.vote on.Proposition 5.
