Citl' of Yato )llto ~ December-19, 1973 Dear Palo Al.to Landowner: CA~IF'OltNIA 14101 , As part of the City of Palo Alto's adopted policy supporting environmentally sensitive planning, the City has set up procedures for eBtablisbing an Agri- cultural Preserve under the terms of the Land Conservation Act of 1965 (The ''Williamson Act"). The purpose of the Act is to provide property tax relief on ~gricultural or essentially open, undeveloped properties in order to reduce the economic pressures on the landowner for development of the land, and th~re­ by to encourage t.he landowner to retain the land ~ it:s natural state, main- taining the remaining agricultural, natural, or open character of the landscape of the State. Thi.s tax relief is obtained through a reassessment of the property by the County Assessor. Whereas the property is.nov assessed to some extent upon its poten~i,i for fu~ure d~velopment according to recent sales of like property in the vicinity, the County it..ssessor would be directed to reassess the property by using the "capitalization of income" method, bas~d essentially upon the land's current or potential agricultural productivity. Reassessment of property in Palo Alto that has been placed under the Williamson Act has re- sulted in reductions of assessed value of land ranging from 4.1 to 98.5 percent. SUch variabi1ity in ~eassessme.nt stems froir intrinsic-differences in the values of particular properties for agricultural or mineral productivity. The City urges each property owner in the 6-S (Open Space), F (Floodplain), and P-F (Public Facilities) Districts to consider seriously the advantages of the Yilliamson Act provisions. If you wish to take advantage of the Williamson provisions and enter your property into the Land Conservation AgricultuTal Pre- serve in the 1974-75 tax ye.ar, your application must be received by the City Clerk by 5:00 P.M., January 30, 1974. Detailed informatioD on the Williamson Act was sent to all affected land owners in 1972. Additional application forms and further information on the procedures are available from the Planning Depart- ment, 5th floor, Palo-Alto Civic Center, 250 Hamilton Avenue. There have only been two replies so far and as yet no applications, but you might be prepared for questions, which you could funnel to me if you wish. Also, in order to apply for subvention money from the state, the Council has to designate by resolution an "authorized representative": Would you please agendize this resolution for the January 14 Council agenda?
