Adjournment to ,a Study Session re Setting 7 8 4 3 City-wide Priorities at 7:50 p.m. Final Adjournment at 9:22 p.m. 7 8 4 3 Regular Meeting Monday, November 3, 1986 The City Council of the City of Palo Alto met on this date in the Council Chambers, 250 Hamilton Avenue, at 7132 p.m. PRESENT: Bechtel, Cobb, Fletcher, Klein,. Levy, Patitucci, Renzel (arrived at 7:35 p.m.), Sutorius, Woolley Mayor Cobb announced Council would adjourn to a special study session regarding City-wide priorities. ORAL COMMUNICATIONS 1. Mayor of Sunnyvale, Brian O'Toole, referred to the Traffic Authority Strategic Plan, and said Palo Alto was the only city in the County that did not have something taken away during the process., Highway 101 would be improved as promised during the Measure A campaign. Funding represented about 55 percent of the total projects so decisions had to be made in terms of what projects 'had to be cut from the Measure A process. The cuts would largely be made on Highway 237 because one-fourth of all commuter trips in Santa Clara County were on Highway 101. Highway 85 was a highway where the whole thing had to be done or it was not worth the ettort. Highway 237 had tremen- dous need and some things could be done without doing -the entire project.: An interchange on Highway 237 originally estimated at a cost $32 million was now estimated at a cost $150 million. Councilmerber Fletcher referred to the Strategic Plan and believed it would be helpful to have a shorter Executive Summary which could be distributed to more Council members in the County. Councilmember Patitucci asked whether there might be other ways of doing things so the projects did not cost so much. Mayor O'Toole said the Traffic Authority pounced on CalTrans almost monthly about their cost estimates and much of his time was devoted to reviewing the budgets. Bechtel Corporation was hired to help ensure the estimates made sense. .7 8 4 2 11/3/86 Vice Mayor. Woolley believed one of the biggest: places where money could be saved waa in the interchanges. Apparently, there were all levels of interchanges and some were more efficient. She believed the Traffic Authority did a good job in eliminating the more elaborate kinds of interchanges. Mayor O'Toole said CalTrans planned some of the most grandiose interchanges imaginable especially at Highway 101 and Highway 880, and Highway 237 and Highway 880. The plans were too expensive and alternate suggestions were being made. Mayor Cobb presented the Mayor's Cup to Mayor O'Toole to mark the results of their tennis matches while serving as Mayors. !MINUTES OF OCTOBER 14, 1986 MOTION: Coubcilmeâ– ber Sutorius moved, seconded by Woolley, approval of the Minutes of October 140 1986 as submitted.
