January 31, 1986
The City Council of the City of Palo Alto met on this date in the
Council Conference Room, 250 Hamilton Avenue, at 7:30 a.m., for a
Special Meeting with Senator Rebecca Morgan.
PRESENT: Bechtel, Cobb, Fletcher, Klein, Levy,
Patitucci, Renzel, Sutorius, Woolley
Senator Morgan discussed expections for the 1986 Legislative
Session and issues of greatest significance to Palo Alto.
Mayor Cobb and the Councilmembers discussed Palo Alto's highest
legislative priorities in terms of Tort Reform, especially support
for SB 75 (Foran) to reduce exposure to "deep pocket" lawsuits;
opposition to AB 2198 (Felando) to repeal the Naylor Act; and
local government financial stability.
Other legislative issues of importance to Palo Alto were support
for AB 1072 (Molina), which limited third party handling of
absentee ballots; support for AB 2020 (Margolin), the "bottle
bill," which required deposits for beverage containers and refunds
for their return; and opposition to AB 483 (Costa), State
pre-emption of local policy and control of rental housing.
Regarding Transportation Finance, Council discussed the need to
modify "base year" definition for S8 300, enacted in 1985.
Ridesharing legislation was due to "sunset" on January 1, 1987,
and sponsorship and/or support was needed for a bill to continue
tax incentives for ri deshari ng, van pools, etc.
Council supported an adequate budget for the California Coastal
Commission.
Council expressed its opposition to Ca?Trans' draft route concept
report to directly link Interstate 280 and the Dumbarton Bridge,
and the California- Transportation Commission recommendation to
eliminate the Peninsula CalTrain subsidy.
Council and Senator Morgan discussed the Gramm-Rudman bill and its
direct and ao-direct effects upon Paio Alto.
