HONORING THE INCORPORATION OF THE
CITY OF PALO ALTO IN 1894
WHEREAS, Leland and Jane Stanford, initially stymied in their attempts to convince the

they founded in the memory of their son, Leland Stanford, Jr., subsequently engaged Timothy
Hopkins to purchase land and plan the new town site of University Park, later named Palo
Alto; and
WHEREAS, the City of Palo Alto honors a long history of representative government and
citizen engagement in civic affairs; and
WHEREAS, in early days as an unincorporated town Palo Alto's public works and roads
were governed by the County Board of Supervisors; and
WHEREAS, many early residents believed that local governance and ownership of such
works as the water utility would benefit the growing population of Palo Alto; and
WHEREAS, led by the Palo Alto Improvement Club, residents pressed for incorporation as
the route to local governance and municipal provision of water, and later other utilities; and
WHEREAS, a vote on April 9, 1894 by (male) residents of Palo Alto approved
incorporation 98 to 21 and chose a five-member Board of Trustees; and
WHEREAS, on April 16, 1894, papers reporting the results of the election were filed with
the State of California; and
WHEREAS, on April 21, 1894, state approval of incorporation allowed Palo Alto to
become a California city of the sixth class; and
