Resolution No. 9740
Resolution of the City Council of the City of Palo Alto establishing a
Sister City relationship between Yangpu District, Shanghai, China and
Palo Alto, California, United States
A. The Sister City concept was inaugurated by the United States President in
1956 to establish greater friendship and understanding between the peoples of the
United States and other nations through the medium of direct personal contact; and
B. The City of Palo Alto currently has seven (7) established Sister City
relationships with Albi, France; Enschede, The Netherlands; Heidelberg, Germany;
Linkoping, Sweden; Oaxaca, Mexico, Palo, Philippines; and Tsuchiura, Japan; and
C. The City of Palo Alto assigned the responsibility for carrying out the Palo
Alto Sister City program to Neighbors Abroad; and
D. Neighbors Abroad recommends that the City of Palo Alto establish a
Sister City relationship between the City of Palo Alto and Yangpu District, Shanghai; and
E. Yangpu, Shanghai is one of 16 districts located in Shanghai, China; each
"district" is deemed as a "sub-city" similar to an American "city/village/town;" Yangpu,
located in the northeast of Shanghai, is the largest urban district in Shanghai with a
population of approximately 1.3 Million people; and
F. On September 27, 2012 the Palo Alto City Council established an
Intention Agreement to make the City of Palo Alto and the Yangpu District, Shanghai
into Friendship Cities with a Smart City Partnership for collaboration on information
technology within local government, economic development, and cultural exchanges;
and
G. The City of Palo Alto, through Neighbors Abroad, recognizes the existing
relationship between Yangpu and Palo Alto with the hope that it will lead to a lasting
friendship between the people of Palo Alto and Yangpu; and
H. The City of Palo Alto and Yangpu District, Shanghai share similar values on
international cooperation, mutual prosperity, world peace, innovation, cultural
understanding, training, youth leadership, environmental stewardship, economic
development, and exchanges to educate citizens; and
I. Through the existing partnership, Yangpu and Palo Alto have successfully
completed a student exchange program and an international collaboration symposium;
and

J. The purpose of this new Sister City relationship between the City of Palo
Alto and Yangpu District, Shanghai is to increase awareness of both communities as
being centers of education, sustainability, and innovation through cultural exchanges,
educational opportunities, and shared best practices in the areas of sustainability,
economic development, and information technology for both communities; and
K. Both communities are committed to mutual support for organizing and
developing the experiences, common activities, and future programs of the Sister City
relationship based on cooperation and directions set forth by this resolution.
NOW, THEREFORE, the City Council of the City of Palo Alto RESOLVES, as follows:
Section 1. The City Council, on behalf of the people of Palo Alto, does hereby
enter into a Sister City relationship with the government and the people of the Yangpu
District, Shanghai, China for the purpose of creating greater mutual understanding
between the peoples of the two communities and nations.
Section 2. The Mayor hereby authorizes Neighbors Abroad of Palo Alto to act as
official representatives of the City of Palo Alto (in partnership with City representatives)
to carry out this program.
Section 3. Copies of this Resolution are to the sent to the Mayor and leaders of
the Yangpu District, Shanghai, China; Sister Cities International in Washington, D.C.; the
Chinese Embassy in the United States; and the United States Embassy in China.
