Resolution of the Council of the City of Palo Alto to Establish a One-
Time Contribution of $17,100 from the Upgrade Downtown Capital
Improvement Projects to the Art in Public Places Fund.
RECITALS
A. The City's Upgrade Downtown Project in the University Avenue area will repair
and replace underground infrastructure and will create impacts to pedestrians in the next two
years. As part of the Upgrade Downtown Project, the City has approved fiber, gas, and water
infrastructure upgrades as part of its current Capital Improvement Projects.
B. To help mitigate these impacts, the City seeks to add public art to its collection
for the University Avenue area.
C. The City's public art program has already installed five creative seating elements
by Colin Selig (the "Selig benches") and has received positive feedback from downtown
stakeholders. The Selig benches are on a short-term lease and are due to be returned to the
artist unless the City purchases them.
D. On August 17, 2017, the Public Art Commission approved adding these benches
to the City's public art collection, and this contribution will allow the City to purchase and
maintain the benches.
NOW, THEREFORE, the Council of the City of Palo Alto RESOLVES as follows:
SECTION 1. Pursuant to Municipal Code section 2.26.070(b), the City Council
establishes a one-time public art contribution of seventeen-thousand, one-hundred dollars
($17,100) for deposit into the Art in Public Spaces Capital Improvement Project (AC-86017)
from the following sources:
A. $5, 700 from the Water Main Replacement -Project 26 (WS 12001);
B. $5,700 from Fiber System Improvements (F0-10001); and
C. $5,700 from the Gas Main Replacement -Project 22 (GS-12001).
SECTION 2. The Council finds that the adoption of this resolution does not meet
the definition of a project under CEQA, and thus no environmental
