EXPRESSING APPRECIATION FOR OUTSTANDING PUBLIC SERVICE
TO PATRICK BURT AS MAYOR AND COUNCIL MEMBER
WHEREAS,Patrick Burt was first elected to the City Council in 2007 and served as Mayor in
2010 and 2016; and
WHEREAS, throughout his time on the City Council, Pat served on all of the Council
Committees and was Chair of the Finance Committee (2009, 2013), Policy and Services Committee
City/School Liaison Committee
(2008); and
WHEREAS, Pat also served on many regional boards and committees including the Peninsula
Cities Consortium, the San Francisquito Creek Joint Powers Authority, the Caltrain Policy Makers
Committee, the Santa Clara County Emergency Preparedness Council and the Santa Clara Valley
Water District Joint Recycled Water Advisory Committee; and
WHEREAS,as a City Council member and Mayor, Pat applied his extensive experience as a
Planning and Transportation Commission member (1998-2007) to assist in thoughtful decision
making regarding complex potential zoning amendments and project review, and has been
outspoken in his support for the inclusion of native landscapes as an integral part of project
requirements; and
WHEREAS,Pat has consistently supported the health and prosperity of the citizens of Palo Alto
by assisting in the formation of Project Safety Net, which addresses the social and emotional well-
being of our youth; advocated for increasing HSRAP funding, which helps the less fortunate in our
community; and participated in the creation of the Healthy Cities, Healthy Community initiative; and
WHEREAS, Pat had a leading role in infrastructure investments including his involvement in the
creation of the Infrastructure Blue Ribbon Commission (IBRC) which has led to the development of
; and
maintenance program which dramatically improved the Pavement Condition Index (PCI) from 72 to
82, on track to reach the goal of 85 by 2019; and
WHEREAS, as a champion for a transit-rich environment, Pat has leant his vision to the creation
of the Transportation Element of the Comprehensive Plan as well as the Bicycle and Pedestrian
Transportation Plan and has, for many years, been a strong promoter of the expansion of
bicycle network, understanding it is a greener, healthier and faster means of getting around; and
WHEREAS, Pat has been a leader in the advancement of Palo environmental
sustainability through the creation of the Sustainability and Climate Action Plan (S/CAP), renewable
energy and zero waste plans as well as the efforts to reduce greenhouse gas emissions, which
resulted in moving Palo Alto to a 100% carbon neutral electric utility; and
WHEREAS
of our community and his lasting contributions will be seen and felt for many years to come.

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Palo Alto hereby
commends the outstanding public service of Patrick Burt and gratefully records both its appreciation,
and the appreciation of the citizens and businesses of this community, for his meritorious service and
commitment as a Palo Alto Mayor and Council Member.
