Mayor Klein Regarding Cancellation of the October 10, 1989, City Council Meeting Adjournment to a Study Session Regarding the Draft Ordinance for Comprehensive Revision of the Single Family Remiulations at 8:10 p.m. 62-185 62-185 62-185 62-186 Final Adjournment at 11:00 p.m. 62-186 62.183 10/2/89 Regular Meeting October 2, 1989 The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:35 p.m. PRESENT: Bechtel (arrived at 7:36 p.m.), Cobb, Fletcher, Klein, Patitucci (arrived at 7:40 p.m.), Renzel, Sutorius, Woolley ABSENT: Levy Mayor Klein announced that at the end of the regular Council Meeting, Council would adjourn to a Study Session regarding the Draft Ordinance for Comprehensive Revision of the Single Family Regulations. WAD COM MJI$ICTION$ Mayor Klein announced Ridesharing Week and encouraged the public to cooperdte by using alternate forms of transportation such as carpools, vanpools, bike riding, public transit, buses, or trains. Assistant City Manager June Fleming announced that Council Members and members of the Senior Management Group had been invited to participate with local municipalities in a cholesterol testing program Ben Bailey, 81.2 Boyce, spoke regarding AB 2222 Citizen's Complaints Against Police and concern with en article in the pa1Q _Alto Weekly. Tin Gadus, 4080 Wilkie Way, spoke regarding Bill Roller's residential facility on Wilkie Way, specifically the signaije. Edmund Power, 2254 Dartmouth. Street, spoke regarding ,the Palo Alto Harbor. Ptah, 524 Middlefield Road, spoke regarding the Enterprise Fund, specifically the hiring of a consultant. Randi Alves, 500 Melville, Manager of the Council for the Arts in Palo Alto and Co -Chair of the Standing Committee of the 2V-tsr spoke regarding concerns about the future of the arts in relationship to the Cost Recovery Study and use of Cubberley. Wendy Palmer, 1245 Hamilton Avenue, representing Visual Arts of the Standing Committee of the Arts, spoke regarding providing adequate space for artists at a reasonable cost. Allison Lae, 1241 Harker Avenue, spoke regarding concern about the lease at cubberley andthe bureaucratic processes. 62-184 10/2/89 1 Barbara Wiesner, 1509 Edgewood Drive, spoke regarding time deadlines regarding the passage of the Utility Users Tax and the availability of space to the artists. Harrison Otis, 2721 Midtown Court, congratulated the Council for its stance on residential issues. CON FDA NOTION: Council Member Sutorius moved, seconded by Bechtel, to approve Consent Calendar Items 1 - 4. Council Member Renzel asked to be recorded as voting "no" on Item 4. 1. Mayor Klein re Cancellation of October 10, 1989, City Council Meeting (701) (NPG) MOTION* Mayor Klein moved, Seconded by Be :htel, to cancel. the October 10. 1989. City Council meeting. Council Member Renzel queried if canceling the October 10, 1989. City Council meeting would place en excessive number of items on the agenda for the meeting of October 16, 1989. Council Member Sutorius had the same query as Council Member Renzel and indicated that the Personnel ttee desired a Cloned Session 62.185 10/2/89 with the Council during the month of October to report back on evaluations and goal -setting for the Council Appointed Officers. Mayor Klein said if the October 16, 1989, agenda was not completed that evening, he would move to continue the meeting to October 17, 1989. Three Council Members had indicated they would not be available on October 23, and six Council Members should not decide such a significant issue as the R-1 regulations. MOTION PASSED 8-0, Levy absent. ADJOURNMENT: Council adjourned to a Study Session regarding the Draft Ordinance for Comprehensive Revision of the SingleFamily Regulations at 8:10 p.m. STUDY SIGN REMI2IIiG THZ DRAFT DRDRIANEE J`OR CQIRREIENSM REVISION OF ' 5INQLE FA%ili l� DUI 1TIONS Director of Planning and Community Environment Ken Schreiber thanked the Planning Commission and its R-1 subcommittee for their extensive involvement in developing the proposed R-1 regulations. Tne subcommittee met at least 14 times in the course of a year and received substantial information from ..umerous members of the community and took field trips to observe completed and in -process construction as well as existing single-family housing. In April, 1988, three critical areas were identified that needed to be addressed: 1) simplicity and ease of administrating single-family regulations: 2) bulk and mass; and 3) neighborhood compatibility of new development. Planning Commission Chairman Mark Chandler emphasized the comprehensiveness of the recommendation and noted numerous areas where existing regulations were not substantially modified or existing regulations were somewhat relaxed. A major part of the recommendation was the floor area ratio. Data was presented comparing the Commission's recommendation with a variety of alternatives including the current interim regulations. Planning Commission Vice Chairman Joseph Hirsch said the three - member Planning Commission minority on the floor area ratio issue desired a lower floor area ratio than recommended by the Commission majority. Chief Planning Official Carol Jansen used building models to illustrate the amount of development allowed under the single- family regulations in effect prior to April 1988, the interim regulations in effect since April 1988, the Planning Commission subcommittee recommendations, and the Commissior... -ecommendations . rnalijgaggliglinta: Adjourned at 11:00 p.m. 62.186 10/2/89 ATTEST: APPROVED: NOTE: Sense minutes (synopsis) are prepared in accordance with Palo Alto Municipal Code Section 2.04.200(b).
