February 6, 1989
The City Council of the City* of Palo Alto met on this date in the
Council Chambers at 7:35 p.m.
Mayor Klein announced that the a Special Meeting to interview
candidates for the Centennial Steering Committee was held in the
Council Conference Room at 6:10 p.m.
PRESENT: Bechtel, Cobb, Klein, Fletcher, Levy, Patitucci
(arrived at 7:37 p.m.), Renzel (arrived at
7:36 p.m.), Sutorius, Woolley

1.. Richard Rundell, 2450 West Bayshore Road, spoke -regarding
U. S. currency and bicycle safety.
2. Ben Bailey, 171 Everett, spoke regarding Palo Alto Police
---Department complaints.
3. Edmund Power, 2254 Dartmouth Street, spoke regarding the Palo
Alto Yacht Harbor.
4. Bunny Good, Founder, InteArnational Group Organization for the
Disabled, P. 0. Box 824, Menlo Park, spoke regarding
Caltrain's removal of cars parked overnight.
5. Ed Wischmeyer, 602 West Remington Drive, Sunnyvale, spoke
regarding aircraft noise.
6. Dr. Nancy Jewell Cross, 301 Vine Street, Menlo Park, announced
a planning conference on March 11, 1989, at Oak Knoll School.

MOTION: Mayor Klein moved, seconded by Cobb, to adopt the
Resolution.
R r&LULTOIj 8757 entitled 'RESOLUTION OF THE COUNCIL OF THE
CITY OF PALO ALTO HONORING JOHN D. SUTORIUS"
Mayor Klein read a poem which was written by Marijo Stevens in the
City Clerk's Office honoring past Mayor Sutorius.
Mayor Klein said Council Member Sutorius served as Mayor during a
very difficult time, e.g., the budget crisis; the final negotia-
tions in the cable television lawsuit; the East Palo Alto lawsuit
with regard to University Circle; and the tragic killings at the
Municipal Service Center. Council Member Sutorius exhibited
extreme grace under pressure, and Council was honored to have him
as Mayor in 1988.
Mayor Klein read the Resolutions Honarine John D. Sutorius.
Council Member Sutorius said the first portion of the applause for
Marijo Stevens, who authored the poem, was well -deserved. The
honor bestowed upon him by his colleagues was warming. He thanked
his colleagues for the responsibility entrusted to him and ealuted
the wisdom of their counsel. He saluted the Council Appointed
Officers and the entire City staff. The City of Palo Alto staff
was comprised of high caliber professionals, and the energy level,
creativity and talent was second to none. He was proud to serve
so closely with City staff. On Day 1, he was welcomed by staff,
and on Day 365, he was still revered and treated with the utmost
affection, warmth dedication and high service. He sr!luced his
wife° Marilyn and his family for their patience, support and well
reasoned critiques and well -deserved criticisms. He sal-ited
Marilyn for the gracious manner in which she partnered with him in
so many civic affairs. He also saluted her for her operation as
a "first lady." He saluted the citizens of Palo Alto and the City
Boards and Commissions, businesses, associations and organizations,
and said Palo Alto had a remarkable heritage and its citizens were
fortunate that its legatees measured up in adherence to the social
conscience and the idea and spirit of cesmunity service and care
and concern which made Palo Alto such a vibrant city. It was an
honor to serve as Mayor.

2. Agreement with Aelytek, Inc. for Consultant Services for the
Computer -Aided Mapping/Drafting System; Change Orders up to

3. Increase in Compensation Authority for Lucie Stern Community
Center Improvements; Change Orders to the Contract with
American Pelson, a Joint Venture of up to $133,000 for
structural and heating/ventilation improvements (1312-02)

4. Resolution re Funds from United States for Wetlands Mitigation
(1440) (CMR:136:9)
Florence LaRiviere, 433 Tennessee Lane, urged Council to approve
the Resolution. The money was available because Charleston
Properties, c.Awn . eatley, Smith, Jacobson. et al., defied an
Army Corps of Engineers Cease and Desist Order and destroyed a
seven -acre seasonal wetland very close to Palo Alto. Lawsuits
followed and for reasons never disclosed to the public, the Justice
Department settled the case out of court. One of the conditions
was that the developer pay $65,000 for wetland mitigative;. The
City of Palo Alto might research ways to make up, in part, wildlife
losses by looking at restoration possibilities close to the site
of the destruction. One such site might be the area belonging to
Palo Alto where the Los Altos Sewage Plant used to be. It Night
be possible to restore that land to valuable habitat and support
wildlife populations.

the Resolution.

TUDY SESSION RE CITYWIDE LAND USE AND TRANSPORTATION STUDY
ANQ E4YIROKMENTAL IMPACT REPORT
Planning Commission Chairman Joe Hirsch summarized a chronology of
the Citywide Land Use and Transportation Study, which the City
Council authorized in June, 1985,E He noted the Planning Commission
had held eight public meetings between September 1988 and January,
1989, to review the Draft Environmental Impact Report (EIR) and to
make recommendations on the Study to the City Council.
Members of the Planning Commission then presented the Planning
Commission's policy recommendations on the Study, including
treatment of lion -complying buildings, recommendations for a hotel
overlay zone, site -specific recommendations for several study
areas, zoning regulation changes in industrial and commercial
zones, traffic mitigations, and possible imposition of a traffic
impact fee and research perk assessment district. The Planning
Commissioners responded to questions from the Council.
Director of Planning and Community Environment Ken Schreiber
outlined the expected sequence of future actions on the Citywide
Lane Use and Transportation Study. A public hearing would be held
at the City Council meeting of February 21, 1989 on the EIR and the
Citywide Study recommendations. The City Council action on the
Planning Commission's policy recommendations was scheduled for
March. Subsequent public hearings would be held by the Planning
Commission, and City . Council in ?Iay and June 1989 on specific
Comprehensive Plan amendments and zone changes. The City Council
was also scheduled in March to review the capacity improvements,
including surface improvements for Page Mill/E1 Camino Real and
Page Mill/Foothill Expressway intersections; consider imposition
of a traffic impact fee; and consider possible future special
studies in the Urban Lane CS Area, the Commercial/Industrial/
Transport GM Areas, the East Meadow Circle I1 Site, and the 395 Page
Mill Road and 105O Ar::stradero Road sites.
