The City Council of the City of Palo Alto met on this date in the
Council Chambers at 7:: p.m.
Mayor )(lain announced that the Closed Session to discuss
Employee/Employer Relations Pursuant to Government Code Section
54957.6 was cancelled.
PRESENT: Bechtel, Cobb, Klein, Fletcher, Levy, Patitucci
(arrived at 7:45 p.m.) , Renzel (arrived at
7:55 p.m.), Sutorius
ABSENT: Woolley
ORAL COMMUNICATIONS
1. Ben Bailey, 171 Everett, spoke regarding Palo Alto Police
Department complaints.
2. Bunny Good, Founder, International Group Organization for
the Disabled, P. O. Box 824, Menlo Park, spoke regarding
Caltrain'sremoval of vehicles parked overnight.
3. Edmund Power, 2254 Dartmouth Street, spoke regarding the Palo
Alto Yacht Harbor.

1. Presentation by the California Waste Management Board of an
Award to the City of Palo Alto for the Best Multi -Material
Recycling Center (1420)
James Calloway, California Waste Management Board, on behalf of
Governor Deukmejian, presented the Multiple--xaterial Recycling
Award to the City cf Palo Alto, as being the best recycling
operation in the State of California. He commended the par-
ticipants. Palo Alto's average support for its Curbside Recycling
Prograe was 69 percent. Any other city in California would be
proud to have 25 to 30 percent support. Palo Alto also kept 15,000
tons of materials out of its landfill every year which was 14
percent of its total waste stream.
Mayor Klein commended Janet Foreman, Ted Janus, an Mike Miller for
their administration of the City's Recycling Programs.

Mayor Klein declared the Public Hearing open.
City Clerk Gloria Young announced that no written objections were
received.
Mayor Klein declared the Public Bearing closed.

adopt the Resolution

9. Water Usage and Conservation Update (1410-02) (NPG)
City Manager William Zaner said there was one more day left in the
billing cycle, and Palo Alto was about 7 percent below its
allocation. Conservation was at about 10 percent. Future reports
would be in written form and placed in Council's packet until such
time as the City received information from Hatch Hetchy in terms
of its allocation for 1989.
Council Member Sutorius understood the Water District was making
contacts regarding groundwater table concerns.
Mr. Zaner said that was correct. He was advised the contacts would
b& made with all water suppliers regardless of whether the supplier
was an affiliate. He would follow up to determine whether initial
contact was made with the Utilities Departmert.
Council Member Sutorius clarified tba City's wells were not used
during the present water billing cycle.
Mr, 'laver said that was correct.

from the date of the meeting, and the Finance and Public Works
Committee and Policy and Procedures Committee meeting tapes are

tapes during regular office house.
