The City Council of the City of Palo Alto met on this date in the Council Chambers at 6:50 p.m. PRESENT: Eakins, Fazzino, Huber, Kniss, Mossar, Ojakian, Rosenbaum, Schneider, Wheeler Mayor Fazzino announced that due to an oversight with respect to notification of the meeting, and a Special Meeting should be called for December 14, 1999. SPECIAL ORDERS OF THE DAY 1. Proclamation Commending Senator Ron Wyden Mayor Fazzino welcomed Senator Ron Wyden from Oregon who was a former Palo Alto High School scholar and basketball player. Mayor Fazzino congratulated Senator Wyden for his achievements and read a proclamation commending him. Congresswoman Anna Eshoo said Senator Wyden was highly respected by colleagues and had a record that was compiled in the House of Representatives as well as in the Senate. The community was proud of Senator Wyden. Council Member Schneider said she and her husband owned property in
Oregon and was a Αonce a month≅ constituent of Senator Wyden. She found it a privilege to have Senator Wyden visiting Palo Alto. Council Member Eakins grew up in Oregon and currently owned property in Oregon. Oregon was proud of Senator Wyden, and her family in Oregon was fortunate to have him serve them. Ken Packer said Ron Wyden was a great basketball player and compassionate person. He carried his enthusiasm and dedication on the court as well as off the court. Ron Wyden was a successful Congressman and now a successful Senator. Mayor Fazzino presented the proclamation and a key to the City of Palo Alto to Senator Wyden. Senator Wyden talked about working with the elderly in Oregon. He acknowledged his high school coaches who taught him the importance of strong work ethics and teamwork. He attended California State Santa Barbara and Stanford University and was currently involved with the Stanford community on high technology issues as the Senate sponsor of the Internet Tax Freedom Act. His memory of Palo Alto was the sense of community. Mayor Fazzino announced that due to a staff oversight, the City Council agenda for the December 13, 1999, was not posted 72 hours prior to the meeting as legally required by the Brown Act.

PUBLIC HEARING: The City Council will review the South of Forest Area (SOFA) Coordinated Area Plan and the adequacy of the associated Final Environmental Impact Report (FEIR). The City Council will consider directing staff on the preparation of a resolution with appropriate findings for the FEIR and an implementing ordinance to adopt the SOFA Coordinated Area Plan. The City Council will also review the SummerHill Homes proposal within the Plan area in order to consider whether to endorse that plan and direct the preparation of a development Agreement with SummerHill Homes. The City Council will also consider direction on City participation in the implementation of the Plan including the acquisition of parkland, land for an affordable housing site, a financing package and direction to staff on a possible Budget Amendment Ordinance.
