RESOLUTION OF THE COUNCIL OF THE
CITY OF PALO ALTO HONORING
FORMER COUNCILMEMBER ELLEN FLETCHER
WHEREAS, Ellen Fletcher was elected to the City Council of the City of Palo Alto in 1977 and
was re-elected in 1982 and 1986 and served in the distinguished role of Vice Mayor in 1980-81; and
WHEREAS, Ellen's early community involvement was serving as safety chair at the Fairmeadow
Elementary School, where her son was a student; and
WHEREAS, Ellen's life work in promoting the bicycle as a serious transportation alternative was
recognized by a Transportation Award of Merit from the Metropolitan Transportation Commission in
1979 and 1983, and the Clean Air Champion Award from the Bay Area Air Quality Management
District in 1994; and
WHEREAS, Ellen was a community leader in the initial implementation of the Bryant Street
Bicycle Boulevard from East Meadow Drive to Churchill Avenue in 1982, the first such installation in
the country, and the extension of the boulevard from.Churchill Avenue to Palo Alto Avenue in 1992;
and
WHEREAS, Ellen's dedication and advocacy for the Bryant Street Bicycle Boulevard was
recognized in 2002 when the City Council officially named Bryant Street the "Ellen Fletcher Bicycle
Boulevard"; and
WHEREAS, Ellen was instrumental in gaining bicycle access on Caltrain in 1994; and
WHEREAS, Ellen owned a 1964 Plymouth Valiant that needed gas only once a year; and
WHEREAS, Ellen Fletcher was often seen riding her bicycle through the community to public
meetings and events, even into her early 80's.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Palo Alto, hereby
gratefully records its deepest and abiding appreciation and the appreciation of the community to Ellen
Fletcher and her family for her meritorious service rendered and contributions made to Palo Alto
throughout her adventurous life and graceful spirit.
