HomeMy WebLinkAboutRESO 9270Resolution No. 9270 Resolution of the Council of the City of Palo Alto In Support of the Santa Clara Valley Water District Safe, Clean Water and Natural Flood Protection Plan WHEREAS, the Santa Clara Valley Water District ("District") works to ensure that creeks and channels can safely carry floodwaters; that water in our creeks and bays is clean and safe; that natural resources in our creeks are watersheds are preserved and enhanced; and that additional open space and trails are provided; and WHEREAS, the District's voter-approved Clean, Safe Creeks and Natural Flood Protection Program will sunset in 2016, and·the District is now considering submitting a special tax ballot measure to Santa Clara County voters in November 2012; and WHEREAS, this ballot measure would fund the District's Safe, Clean Water and Natural Flood Protection Plan; and WHEREAS,the Safe, Clean Water and Natural Flood Protection Plan will help preserve and improve our quality of life to: • Provide flood protection to homes, businesses, schools, streets and highways • Restore fish, bird, and wildlife habitat and provide open space access • Reduce toxins, hazards and contaminants, such as mercury and pharmaceuticals in our waterways • Protect our water supply and local dams from earthquakes and natural disasters • Ensure a safe, reliable water supply WHEREAS, this ballot measure would require two-thirds voter approval, which would demonstrate overwhelming voter support; and WHEREAS, flooding and stream protection are regional issues and this measure is important for the City of Palo Alto to ensure that our creeks and channels can safely carry floodwaters away from homes, businesses, and local roadways and toward San Francisco and Monterey Bays, and preserve and protect waters and natural resources which contribute to our quality of life; and WHEREAS, the Safe, Clean Water and Natural Flood Protection Plan includes funding of: • $35.5 million for the construction of flood protection projects on San Francisquito Creek that would provide 100-year flood protection and ecosystem benefits from San Francisco Bay to Highway 101, and 50-year protection, ecosystem and recreational benefits between Highway 101 and Middlefield Road; and 120515 jb 0130968 • $20 million to plan, design and complete construction documents for tidal flood protection measures along the south San Francisco Bay Shoreline, both of which would provide direct benefits to Palo Alto residents and businesses. NOW, THEREFORE, the Council of the City of Palo Alto does HEREBY RESOLVE as follows: . SECTION 1. The City of Palo Alto supports the Safe, Clean Water and Natural Flood Protection Plan, and the District placing the Safe, Clean Water and Natural Flood Protection Plan on the November 2012 ballot. SECTION 2. The Council finds that the adoption of this resolution does not constitute a project under the California Environmental Quality Act and the CEQA Guidelines and, therefore, no environment assessment is required.
