Resolution of the Council of the City of Palo Alto Naming the
Former Sea Scout Building located at the Palo Alto Baylands
Nature Preserve as the Environmental Volunteers EcoCenter
A. The City of Palo Alto-owned Baylands and the adjoining Byxbee Park are
reserved for park, playground, recreation or conservation purposes under Section 22.08.020 of
the Palo Alto Municipal Code.
B. In accordance with Policy and Procedures 1-15, the Environmental
Volunteers, acting by its executive director, have filed a naming application with the City, which
application requests the former City facility known as the Lucie Stem Sea Scout Building,
located in the Baylands and currently under lease to the Environmental Volunteers, be named the
"Environmental Volunteers EcoCenter" in recognition of the outstanding contributions made by
the Environmental Volunteers to the Palo Alto community, in particular, the rehabilitation of the
historic building facility.
C. The City Manager, consistent with the procedure set forth in Section I.F
of Policy and Procedures 1-15 and upon the request of the EnvironIIlental Volunteers, wishes to
present the request to the Council for its consideration.
NOW, THEREFORE, the Council of the City of Palo Alto does hereby
RESOLVE as follows:
SECTION 1. The Council hereby names the former Lucie Stem Sea Scout
Building, located in the City-owned Baylands, more particularly described in Palo Alto
Municipal Code section 22.08.020 and Exhibit A-21, setting forth the legal description in Exhibit
A, attached hereto and incorporated herein, as the "Environmental Volunteers EcoCenter," in
recognition of the Environmental Volunteers' outstanding and extensive contributions to the Palo
Alto community, including working tirelessly on the restoration, rehabilitation and preservation
of the building facility.

That area described in that certain lease agreement No. 2275 dated March 25,
1963, as shown on that Map recorded in Book 7243, Page 721, Records of Santa Clara
County
SAVE AND EXCEPT THE FOLLOWING DESCRIBED PORTION THEREOF
DISCONTINUED FOR PARK. PURPOSES PURSUANT TO A VOTE OF THE
PEOPLE, AS CONFIRMED BY ORDINANCE NO. 2351:
Beginning at the southwesterly comer of that certain 26.66 acre tract of land
. conveyed to the City of Palo Alto by Peter Faber et ux. by deed recorded July 19, 1926 in
Volume 246 of Official Records at page·168, records of the San Mateo County,
California; thence South 6500' 00" E. 240.24 feet; thence S. 63 15' E. 152.40 feet;
thence N. 51 ° 37' 00" E. 25.32 feet to the True Point of Beginning; thence East 1043.38
feet; thence North 350.00 feet; thence N. 15° 05'00" E. 345 feet; thence N. 64°55'00" W.
530.00 feet; thence N. 38° 25' 00" W. 530 feet more or less, to a point on the Westerly
shoreline of a lagoon, said shoreline also being the most westerly line of that certain tract
of land shown on Exhibit "E" attached to the Palo Alto Yacht Harbor lease agreement
between the City of Palo Alto and the County of Santa Clara dated March 25, 1963, and
filed April 12, 1963 in the office of the City Clerk ofthe City of Palo Alto (Agreement
No. 2275); thence in a general southerly direction along the westerly line of said leased
lands and said shoreline 1275 feet, more or less, to a point designated as "Point W." on
the map entitled "Palo Alto Airport Lease Lands Exhibit-A" attached to the lease
agreement between the City of Palo Alto and the County of Santa Clara dated March 16,
1964 and filed in the office of the City Clerk of the City of Palo Alto (Agreement No.
2276); thence S. 63 17' 56" W. along the southeasterly line of said Airport Lease Lands
407.07 feet; thence S. 51 37' W. 578.39 feet, to the True Point of Beginning, containing
16 acres, more or less.
