Brown upon Her Retirement WHEREAS, Sandra Christine Brown served the City of Palo Alto and its citizens as a member of the Palo Alto Police Department for 24 years and the field of Law Enforcement for over 29 years, first becoming a Santa Clara County Sheriff Deputy in 1984, then a Police Officer for the City of Palo Alto in 1988, promoted to the rank of Agent in 1999, rank of Sergeant 2003 and the rank of Lieutenant in 2008; and WHEREAS, Lieutenant Brown has served as a Field Training Officer and Supervisor, Traffic Team member and Supervisor, Detective, Crime Scene Investigator and team manager, School Resource Officer, Public Information Officer and manager, Recruiting Officer, Police Academy TAC Officer, Bike Officer, Health and Safety Team Officer and Community Relations Officer; and WHEREAS, when serving as a Bike Officer and Health and Safety Team Officer, Lieutenant Brown was instrumental in the Department's problem-solving and community policing approach to crime and quality of life issues in the Downtown area, her creative and inventive collaboration with the business community, residents and social service providers earned her respect and the distinguished nickname, and legendary San Jose Mercury News headline, of "Downtown Sandra Brown"; and WHEREAS, Lieutenant Brown's expertise and tenacity as a Crime Scene Investigator and compelling testimony in court, has been instrumental in the prosecution and conviction of those who committed violent crimes, sexual assaults, kidnappings, arsons and homicides; and WHEREAS, Lieutenant Brown has been a leader, trainer and role model for the Department's commitment to fair and impartial policing, facilitating and instructing training both locally and regionally to Police Officers, police command staff, Police Chiefs and community leaders on racially biased policing; and WHEREAS, LieuteIla1;lt Brown has received countless public and departmental commendations distinguishing her professionalism, commitment to excellence, dedication to public service and the field of law enforcement, giving unselfishly of her time and talent, Lieutenant BroVlfIl' s genuine care for people and passion for youth is a hallmark of her career which she has pursued diligently with distinction, loyalty, integrity, courtesy and an engaging sense of humor.
