In 1979, the Recycling Center was expanded to accommodate curbside collected recyclables; and WHEREAS, the Palo Alto landfill has ceased accepting waste and the City is in the process of closing and capping the landfill; and WHEREAS, the closure of the landfill will require the current Recycling Center to close; and WHEREAS, most of materials accepted at the current Recycling Center are also collected as part of the City's curbside recycling program. In addition, materials such as motor oil, oil filters, antifreeze, household and auto batteries, and fluorescent lights, which are currently accepted at Recycling Center are also accepted at the Household Hazardous Waste facility; and WHEREAS, based on the operational costs of the Recycling Center and the capital cost of constructing a new Recycling Center, the City Council has determined that the community would be better served by permanently closing the Recycling Center and retaining the existing Household Hazardous Waste Station to collect some of the materials currently accepted by the Recycling Center; and WHEREAS, upon consideration of said recommendation after duly noticed meeting, the Council desires to amend the Comprehensive Plan to permit the closure of the landfill without the necessity for maintaining a separate Recycling Center in the City. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The City Council finds that the public interest, health, safety and welfare require amendment of the Palo Alto Comprehensive Plan, as set forth in Section 2 ) below. SECTION 2. The City Council finds that Program N-55 of the Palo Alto Comprehensive Plan, which reads: "Maintain and expand the use of the Recycling Center at the City's refuse disposal area" is obsolete and is hereby deleted in its entirety. SECTION 3. The City Council hereby finds that this project will have no significant effect on the environment. 111128 jb 0130881
