HomeMy WebLinkAboutRESO 9104Resolution No. 9104 Resolution of the Council of the City of Palo Alto Supporting Proposition 21 Establishing $18 Annual Vehicle License Surcharge to Fund State Parks and Wildlife Programs WHEREAS, Proposition 21 has qualified for the November 2, 2010 Statewide General Election; and WHEREAS, Proposition 21 would establish an $18 annual vehicle license surcharge to help fund state parks and wildlife programs, generating approximately $500 million annually to be deposited annually into a new State Parks and Wildlife Conservation Trust Fund; and WHEREAS, a portion of the revenues generated from the annual surcharge would take the place of state General Fund monies now being spent on parks, potentially saving the State up to $200 million annually while also increasing funding for parks and wildlife programs by at least $250 million each year; and WHEREAS, vehicles subject to the surcharge would have free admission, parking and day use at all state parks and all funds generated by the surcharge would be used solely to operate, maintain and repair state parks and for wildlife protection programs; and WHEREAS, California's parks, once considered the best in the nation, are facing a backlog of more than $1 billion in maintenance and repairs due to chronic underfunding and thousands of scenic acres are closed to the public because of reductions in park rangers; and WHEREAS, recent studies have found that State parks strengthen the economy by attracting millions of tourists, who spend $4.32 billion annually in park-related expenditures in Ca1ifornia, and who spend an average of $57.63 in surrounding communities per each visit. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The City Council by the adoption of this resolution hereby supports Proposition 21 on the November 2,2010 ballot. II II II II II 101005 sh 8261436 SECTION 2. The Council finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary.
