HomeMy WebLinkAboutRESO 9103Resolution No. 9103 Resolution of the Council of the City of Palo Alto Supporting Proposition 25 to Amend the California Constitution Amending the Legislative Vote Requirement to Pass the State Budget from Two-Thirds to a Simple Majority \ WHEREAS, Proposition 25 has qualified for the November 2, 2010 Statewide General Election; and WHEREAS, Proposition 25· would change the legislative vote requirement to pass the State budget and budget-related legislation from two-thirds to a simple majority and would prevent State legislators from collecting their salary and benefits for every day the state budget is late or recovering that money later when they do pass the budget; and WHEREAS, California's Attorney General and the State's non-partisan Legislative Analyst have officially stated that Proposition 25 does not lessen the two-thirds vote requirement for the Legislature to raise taxes; and WHEREAS, over the past 30 years, the Legislature has passed a budget bill by the June 15 deadline only five times and the current budget vote requirements are undemocratic, allowing a small minority to hold up the State budget; and WHEREAS, last year's delayed budget approval resulted in issuance of State IOUs that cost taxpayers over $8 million in interest payments alone and caused more than 16,000 teachers to be laid off; and WHEREAS, Proposition 25 would help fix California's budget process and would make California's budget voting requirement consistent with legislative voting requirements in 47 other states. NOW, THEREFORE, the Council of the City of Palo Alto does RESOL VB as follows: SECTION 1. The City Council by the adoption of this resolution hereby supports Proposition 25 on the November 2,2010 ballot. II II II II 101005 sh 8261439 1
