Resolution of the Council of the City of Palo Alto Supporting
Measure C to Create Term Limits for Santa Clara Valley Water
District Board
WHEREAS, Measure C is a County initiative placed on the ballot by the Board of
Directors of the Santa Clara Valley Water District that would limit Board members, whether elected
or appointed, from serving more than three successive 4-year terms; and
WHEREAS, the Water District Board first considered the issue ofterm limits in 2008
and held numerous public meetings and discussions over the past two years to develop a proposal on
term limits to submit to the voters for approval; and
WHEREAS, the Palo Alto City Council placed a measure on the ballot in 1991 to enact a
limit on the number of consecutive terms any Councilmember could serve and this measure was
subsequently approved by 58% of Palo Alto voters; and
WHEREAS, upon placing the measure on the ballot, five members of the Council
prepared the argument in favor of term limits, stating that the measure would open up the democratic
process, result in broader public participation and a greater flow of new ideas;
WHEREAS, white many of these regional bodies tend to gamer less public attention and
are typically less understood by the public, term limits will help to ensure that more people are able
to serve on the governing body, increasing the awareness and understanding of the issues.
NOW, THEREFORE, the City Council of the City of Palo Alto does hereby RESOLVE
as follows:
SECTION 1. The City Council of the City of Palo Alto by the adoption of this
resolution hereby supports Measure C on the November 2,2010 ballot.
