HomeMy WebLinkAboutRESO 9041Resolution No. 9041 Resolution of the City Council of the City of Palo Alto Confirming the City ManagerlDirector of Emergency Services' Proclamation of Existence ofa Local Emergency WHEREAS, section 2.12.50 of the Palo Alto Municipal Code empowers the Director of Emergency Services to proclaim a local emergency if the City Council is not in session and requires that the City Council shall take action to ratify the proclamation within seven days thereafter; and WHEREAS, conditions of extreme peril to the safety of persons and property have arisen within the City of Palo Alto, as a result of condition of extreme peril to the safety of persons and property within the City of Palo Alto caused by a long duration citywide power outage commencing on the 17th day of February, 2010, at which time the City Council of the City of Palo Alto was not in session; and WHEREAS, the City Council does hereby find that the above described conditions of extreme peril did warrant and necessitate the proclamation of the existence of a local emergency in the vicinity of the City of Palo Alto; and WHEREAS, the City Manager acting as the Director of Emergency Services did proclaim the existence of a local emergency within the City of Palo Alto on the 17th day of February, 2010. WHEREAS, the City Manager acting as the Director of Emergency Services terminated the local emergency on the 18th day of February, 2010. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Palo Alto that the Proclamation of Existence of a Local Emergency, as issued by the Director of Emergency Services, is hereby ratified and confirmed. Conditions of extreme peril to the safety of persons and property have arisen within the City of Palo Alto, caused by 1"''''7 J, vr .. fIJ" (10", ___ 11 v""/' (fire, flood, storm, epidemic, riot, earthquake, 'or other cause) commencing on or about 7',;-' 9/p.m. on the day of _~J-,-'l_y_t ___ _ 20 10 , and 2. NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists throughout the City; and IT FURTHER PROCLAIMED AND ORDERED that during the existence of said local emergency the powers, functions, and duties of the emergency organization of this City shall be those prescribed by state law ordinances, and resolutions of this City, and by the City of Palo Alto Emergency Plan. 4' : 1D A hi\. 1/17 / Zf)) 0 Date and TimE; I APPROVED AS TO FORM: 1 S:\A mUSERS\Emergency Preparedness Templates\RESO Proclamation of Existence of Local Emergency.doc RESOLUTION NO. 9041B Proclamation of Termination of the Existence of a Local Emergency WHEREAS, section 2.12.50 of the Palo Alto Municipal code empowers the Director of Emergency Services to request that the City Council of Palo Alto proclaim the existence or threatened existence of a local emergency when the City is affected or likely to be affected by a public calamity and the City Council is not in session; and WHEREAS, on February 17, 2010 at 9:30 a.m. the Director of Emergency Services proclaimed a local emergency in the City of Palo Alto as a result of conditions of extreme peril to the safety of persons and property within the City caused by a long duration citywide power outage; and WHEREAS, as of February 18, 2010 at 9:00 a.m. the situation resulting from said conditions of extreme peril is now deemed to be within the control of normal protective services, personnel, equipment, and facilities of and within the City of Palo Alto.
