Application to rezone property from PC (Planned Community)
District to CD-C(P) (Commercial Downtown Pedestrian Shopping
Combining) District in order to allow the existing 2,594
square-foot third floor of the building to be converted from
residential use to financial service use for property located

8. PUBLIC HEARING: The City Council will consider a Site and Design
and Conditional Use Permit application to demolish an existing
one-story gas station building (1,075 square feet) and
construct a new single story 900 square-foot car wash building,
an 1,855 square-foot gas station canopy and related site
improvements for property located at 3897 El Camino Real82-249
9. PUBLIC HEARING: The City Council will consider a resolution
of the City Council concerning the rights of the City’s electric
customers to engage in direct transaction with alternate power
supplies, the City’s recovery of its uneconomic investments
in electric generation facilities, and the City’s marketing
of products and services to customers outside of the City’s
jurisdictional boundaries in the context of restructuring of
the electric utility industry in California...........82-250

Council Chambers at 6:13 p.m.
PRESENT: Andersen, Eakins, Fazzino, Huber, Kniss, McCown,
Rosenbaum, Schneider, Wheeler
ORAL COMMUNICATIONS
Mayor Huber recognized the students from Niihari, Japan.
Mayor Huber presented a proclamation to Jim Baer, representative
of the Mediation Board, recognizing Mediation Week.
Ben Bailey, 343 Byron Street, spoke regarding bicycle safety and
Palo Alto High kids at Alma/Churchill.
Dr. Nancy Jewell Cross, 36866 Gum Court, Newark, spoke regarding
transportation systems.
T. J. Watt, homeless, spoke regarding imprint of Palo Alto and
Stanford.
Edmund Power, 2254 Dartmouth Street, spoke regarding fair play.
Joseph Violette, 95 Crescent Drive, spoke regarding traffic.
APPROVAL OF MINUTES
MOTION: Council Member Rosenbaum moved, seconded by Kniss, to
approve the Minutes of December 16, 1996, as submitted.
MOTION PASSED 8-0-1, Eakins “abstaining.”
MOTION: Council Member Rosenbaum moved, seconded by Kniss, to
approve the Minutes of March 3, 1997, as submitted.
MOTION PASSED 8-0, Eakins “not participating.”
MOTION: Council Member Rosenbaum moved, seconded by Kniss, to
approve the Minutes of March 5, 1997, as submitted.

Agreement between the City of Palo Alto and Caltrans to Modify
and Upgrade Traffic Signals and Perform Roadwork Along El Camino
Real at Arastradero Road/Charleston Road, Maybell Avenue, and
Los Robles Avenue/El Camino Way

Ordinance of the Council of the City of Palo Alto Amending
Section 18.08.040 of the Palo Alto Municipal Code (the Zoning
Map) to Change the Classification of the Property Known as 400
Emerson Street from PC (4238) to CD-C(P)
MOTION TO CONTINUE: Vice Mayor Andersen moved, seconded by Kniss,
to continue the item to the Regular City Council meeting on Monday,
April 7, 1997.
MOTION TO CONTINUED PASSED 9-0.

Schneider, to continue the Public Hearing to the Regular City Council
Meeting on Monday, March 24, 1997.

ADJOURNMENT: The meeting adjourned at 7:25 p.m.
Upon completion of the Regular Meeting, the City Council will adjourn
and reconvene to the Adjourned City Council Meeting of March 12,
1997, re Stanford Sand Hill Corridor Projects
