CLOSED SESSIONS 1. Conference with City Attorney--Potential/Anticipated Litigation Subject: Significant Exposure to Litigation Authority: Government Code section 54956.9(b)(1) arising out of Stanford-Sand Hill Projects. (Gov. Code, ∋ 54956.9 (b)(3)(B).) 2. Conference with City Attorney--Existing Litigation Subject: Glenbrook Court, LLC v. Luo, et al., SCSC No. CV-758834 Authority: Government Code section 54956.9(a) The City Council met in Closed Session to discuss matters involving significant exposure to litigation as described in Agenda Item No. 1 and existing litigation as described in Agenda Item No. 2. Mayor Wheeler announced that there was no reportable action on Agenda Item Nos. 1 and 2 at that time. ADJOURNMENT: The meeting adjourned at 7:05 p.m. Upon conclusion of the Regular Meeting, the City Council will adjourn to a Joint Study Session with the Planning Commission and the Architectural Review Board re Sand Hill Road Projects The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:19 p.m. PRESENT: Fazzino, Huber, Kniss, McCown, Rosenbaum, Schneider, Wheeler ABSENT: Andersen, Simitian 11/25/96 80-491 ORAL COMMUNICATIONS T. J. Watt, no address, spoke regarding a possible subdivision of Microsoft. Valoez Blackmon, P.O. Box 213, Palo Alto, spoke regarding the Urban Ministry. Ed Power, 2254 Dartmouth, spoke regarding honesty in government (letter on file in the City Clerk=s Office). Gail H. Jack, 1338 Middlefield Road, introduced herself on behalf of the Palo Alto Civic League. CONSENT CALENDAR MOTION: Council Member Fazzino moved, seconded by Huber, to approve Consent Calendar Item Nos. 1 and 2. 1. Contract between the City of Palo Alto and Harding Lawson Associates for Design Services for Asbestos Removal in the Civic Center; change orders not to exceed $4,000. 2. Construction Contract between the City of Palo Alto and Ludwig Betchart, Inc. for Palo Alto Harbor Marsh Restoration - Phase II; change orders not to exceed $69,000. Ordinance 4387 entitled ΑOrdinance of the Council of the City of Palo Alto Amending the Budget for the Fiscal Year 1996-97 to Provide an Additional Appropriation for Award of Contract for Palo Alto Harbor Marsh Restoration (Phase II)≅ MOTION PASSED 7-0, Andersen, Simitian absent. COUNCIL MATTERS 3. Council Comments, Questions, and Announcements Council Member Rosenbaum announced he would be attending the Mountain View City Council meeting regarding Shoreline on Tuesday, November 26, 1996, and invited his Council colleagues to attend. ADJOURNMENT: The meeting adjourned at 7:30 p.m. to a Joint Study Session with the Planning Commission and the Architectural Review Board re Sand Hill Road Projects. The following members were present: Planning Commission PRESENT: Beecham, Byrd, Ojakian, Schink 11/25/96 80-492 ABSENT: Cassel, Eakins, Schmidt Architectural Review Board PRESENT: McFall ABSENT: Alfonso, Peterson, Piha, Ross Synopsis of Study Session re Sand Hill Road Projects A presentation was made by City staff describing the project and highlighting traffic and economic issues. Two videos illustrating the project as it would appear if constructed were shown. The Council asked question of staff during the presentation. After the presentation, the following members of the public spoke: Robert Otnes, Debbie Mytels, Tony Carrasco, Jim Balboni, Bill Peterson, Irv Brenner, Jeff Vaillant, Leslie Coleman, Donald Stone, Mark Sabin, John Elman, Star Teachout, Kim Maxwell, Elizabeth Houck, Lars Taylor, Tricia Ward-Dolkas, John Shaffer, Mary Jo Borak, Herb Borock, Gail Sredanovic, Dan Dippery, Jack Barbash, Karen Harwell, and George Crane.
