CLOSED SESSIONS 1. Conference with Labor Negotiator Agency Negotiator: City Manager and her designees pursuant to the Merit System Rules and Regulations (Jay Rounds, Michael Jackson, Rodger Jensen, Susan Ryerson, Tony Sandhu, Larry Starr, Paul Thiltgen, John Walton) Represented Employee Organization: Service Employees Interna-tional Union, Local 715 (SEIU) Authority: Government Code section 54957.6 The City Council met in Closed Session to discuss matters involving labor negotiations as described in Agenda Item No. 1. Mayor Wheeler announced that no reportable action was taken on Agenda Item No. 1. ADJOURNMENT: The meeting adjourned at 6:58 p.m. 03/25/96 78-453 78-453 The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:00 p.m. PRESENT: Andersen, Fazzino, Huber, Kniss, McCown, Rosenbaum, Schneider, Simitian, Wheeler ORAL COMMUNICATIONS Edmund Power, 2254 Dartmouth Street, spoke regarding secret government (letter on file in the City Clerk's Office). Irvin Dawid, spoke on behalf of Sierra Club, Loma Prieta Chapter, 3921 E. Bayshore, regarding Proposition 192. Jim Dinkey, 3380 Cork Oak Way, spoke regarding ramp metering. Ben Bailey, 343 Byron Street, spoke regarding police retaliation for complaints. Lynn Chiapella, 631 Colorado Avenue, spoke regarding deferred maintenance. APPROVAL OF MINUTES OF JANUARY 22, 1996 MOTION: Council Member Andersen moved, seconded by Kniss, to approve the Minutes of January 22, 1996, as corrected. MOTION PASSED 8-0-1, McCown "abstaining." CONSENT CALENDAR MOTION: Council Member Schneider moved, seconded by Huber, to approve Consent Calendar Item No. 1. 1. Ordinance 4337 entitled "Ordinance Amending Chapter 2.04 [Council Organization and Procedure] of the Palo Alto Munici-pal Code to Establish Revised Regular Meeting Times for Standing Committees" (1st Reading 3/11/96, PASSED 7-0, McCown, Simitian absent) Ordinance 4338 entitled "Ordinance Amending Chapter 2.04 [Council Organization and Procedure] of the Palo Alto Munici-pal Code to Modify Council Mail Processing Procedures" (1st Reading 3/11/96, PASSED 6-1, Fazzino "no," McCown, Simitian absent) MOTION PASSED 7-0-2, McCown, Simitian "abstaining." COUNCIL MATTERS 2. Council Comments, Questions, and Announcements 03/25/96 78-454 78-454 Mayor Wheeler announced that there would be a Special City Council Meeting re Escalating Rents on Saturday, March 30, 1996, at 11:30 a.m. at Mitchell Park Community Center. Study Session re 1996-1998 Budget Issues a. Service Proposals Proceeding on Alternative Timelines from 1996-98 Budget Process b. Options for Long-Term Funding of Cubberley Community Center, Augmented Street and Sidewalk Program, Child Care Coordination, and Lease and Covenant Not to Develop with the Palo Alto Unified School District c. Traffic Safety Program d. Conceptual Framework for Consideration of 1996-98 Capital Improvement Program (CIP) SYNOPSIS OF STUDY SESSION re 1996-1998 BUDGET ISSUES Council met as a Committee of the Whole to discuss 1996-98 budget issues, including service proposals on alternative timelines; the conceptual framework for considering the 1996-98 Capital Improve-ment Program; the Traffic Safety Program and options for long-term funding of Cubberley Community Center, augmented street and sidewalk program, child care coordination and Lease and Covenant Not to Develop with the Palo Alto Unified School District. The Council heard public comments on the items and provided feedback to the Finance Committee members on issues of particular interest that they would like to have further explored during the budget hearings.
