The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:00 p.m. PRESENT: Andersen, Huber, Rosenbaum, Simitian, Wheeler ABSENT: Fazzino, Kniss, McCown, Schneider SPECIAL MEETINGS 1. Study Session re 1995-96 Budget Issues SYNOPSIS OF THE STUDY SESSION RE 1995-96 BUDGET ISSUES The City Manager gave an overview of the 1995-96 budget issues, hwich included implementation of the Organizational Review recommendations, temporary to permanent employee conversions, Council priorities of infrastructure and youth, families and communities, assistance to East Palo Alto, the graffitti removal program, the status of the Parking Permit Fund and Electric Fund rates and reserves. The City Manager also reminded the council that traffic safety recommendations and response to the financial issues in the Tree Task Force report, as well as the Arts White Paper would be discussed with the Finance Committee during departmental budget reviews. She drew the Council's attention to the separate report in the packet regarding the Palo Alto Unified School District fields maintenance and indicated that it would also be discussed as a budget issue. After taking public comment, the Council questioned staff about each of the issues. The Council requested that staff's responses to questions on the following issues be put into the Council's packet for discussion at the Finance Committee meetings: 1) further details on the temporary positions to be converted, and 2) comparison of spending on infrastructure from 1994-95 to 1995-96 and information on City support to East Palo Alto. ADJOURNMENT: The meeting adjourned at 9:30 p.m. NOTE: Sense minutes (synopsis) are prepared in accordance with Palo Alto Municipal Code Sections 2.04.200 (a) and (b).
