The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:00 p.m. PRESENT: Andersen, Fazzino, Huber, Kniss, McCown, Rosenbaum, Schneider, Wheeler ABSENT: Simitian ORAL COMMUNICATIONS None. SPECIAL MEETINGS 1. Joint Study Session with the Planning Commission re Comprehensive Plan Phase II SYNOPSIS OF THE STUDY SESSION RE COMPREHENSIVE PLAN PHASE II The Joint Study Session between the Comprehensive Plan Advisory Committee (CPAC) and the City Council and Planning Commission began with presentations from the CPAC Co-Chairs Sandy Eakins and Will Beckett. The Co-Chairs outlined the Council directives to CPAC and explained that CPAC had met and exceeded the work program objectives and had stayed within the amended budget and timeline which were provided by the Council. Director of Planning and Community Environment Ken Schreiber explained the process diagram which outlined the work program timeline, reinforcing that the process was on time and would enter Phase III according to the adopted schedule if the Planning Commission and Council concluded their work within the hearings allotted for their review, which might be optimistic. The Co-chairs also provided an overview of some of the strategic changes in policy which the CPAC were recommending: two new sections dealing with governance, business, and economics; new transportation policies regarding light rail, shuttle services, and shifting reliance from automobiles through reinforcing walk ability and providing calming techniques; new urban design objectives focusing on the public realm and reinforcing shared places in the City called "Centers"; methods for encouraging housing which include new types of housing and reinforcement of open space policies from the previous Comprehensive Plan including a new term called an "Urban Limit Line." Peter Calthorpe, Community Design Consultant, then provided the City Council with an overview and slide show of the Urban Design section of the document. He concluded the presentation. The Council and the Planning Commissioners asked questions that dealt with such topics as narrowing El Camino Real, feasibility of mixed use, walking versus use of automobiles, and revitalization of Midtown. The Council and Planning Commissioners thanked the CPAC members for their considerable time and energy in preparing the document.

ADJOURNMENT: The meeting adjourned at 9:30 p.m. NOTE: Sense minutes (synopsis) are prepared in accordance with Palo Alto Municipal Code Sections 2.04.200 (a) and (b). The City Council and Standing Committee meeting tapes are made solely for the purpose of facilitating the preparation of the minutes of the meetings.
