The City Council of the City of Palo Alto met on this date in the Council Chambers at 6:00 p.m. PRESENT: Andersen, Fazzino, Huber, Kniss, McCown, Rosenbaum, Schneider, Wheeler ABSENT: Simitian SPECIAL MEETINGS AND/OR CLOSED SESSIONS 1. Closed Session for the purpose of a Conference with Labor Negotiator pursuant to Government Code Section 54957.6 Employee Organization: Service Employees International Union (SEIU), Local 715 Agency Negotiator: City Manager and her designees pursuant to the Merit System Rules and Regulations (Jay Rounds, Susan Ryerson, Virginia Harrington, Rodger Jensen, Bill Miks, Glenn Roberts, Mike Rogers, John Walton) 2. Closed Session for the purpose of a Conference with Labor Negotiator pursuant to Government Code Section 54957.6 Employee Organization: Palo Alto Peace Officers Association (PAPOA) Agency Negotiator: City Manager and her designees pursuant to the Merit System Rules and Regulations (Jay Rounds, Susan Ryerson, Lynne Johnson, Kathy McKenna, Tom Merson) 3. Closed Session for the purpose of a Conference with Labor Negotiator pursuant to Government Code Section 54957.6 Employee Organization: International Association of Firefighters (IAFF), Local 1319 Agency Negotiator: City Manager and her designees pursuant to the Merit System Rules and Regulations (Jay Rounds, Susan Ryerson, Jim McGee, Lalo Perez) Public Comment None. Mayor Kniss announced that there was no action to report with respect to the Closed Sessions. ADJOURNMENT: The meeting adjourned at 7:10 p.m.

The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:10 p.m. PRESENT: Andersen, Fazzino, Huber, Kniss, McCown, Rosenbaum, Schneider, Simitian, Wheeler ORAL COMMUNICATIONS None. SPECIAL MEETINGS AND/OR CLOSED SESSIONS 1. Study Session with the Comprehensive Plan Advisory Committee in the Council Chambers re Review of Draft Policies and Programs for the New Comprehensive Plan Synopsis of City Council/Comprehensive Plan Advisory Committee Study Session Mayor Kniss noted that the Council had received three staff reports transmitting Draft Policies and Programs developed by the Advisory Committee, along with related information. Director of Planning and Community Environment Ken Schreiber said that the Council was reviewing work in progress and the various Comprehensive Plan Advisory Committee (CPAC) Subcommittees were refining their work for incorporation into a new second Draft Policies and Programs document that would be the focus of CPAC's July 9 meeting. Further refinements would continue during the summer, leading to recommended policies and programs for Council review in fall, 1994. Since the current draft material was being developed by Subcommittees, it was recommended that the Council comment on the information by topic area and members of the appropriate CPAC Subcommittee would respond. CPAC members Tom Fisher and Bob Kirkwood presented an overview of the Draft Governance Policies and Programs. Members of the Council raised questions and issues related to the draft information. CPAC member Yoriko Kishimoto presented an overview of the Transportation Draft Policies and Programs which was followed by Council Member comments. Council Members provided additional comments on the Housing, Community Design, Natural Environment and Business and Economics sections of the Draft Policies and Programs. ADJOURNMENT: The meeting adjourned at 10:30 p.m. NOTE: Sense minutes (synopsis) are prepared in accordance with Palo Alto Municipal Code Sections 2.04.200 (a) and (b). The City Council and Standing Committee meeting tapes are made solely for the purpose of facilitating the preparation of the minutes of the meetings. City Council and Standing Committee meeting tapes are recycled 90 days from the date of the meeting. The tapes are available for members of the public to listen to during regular office hours.
