WBBRBAS, on october 21, 1991, the Palo Alto City cauncil
adopted a five-year teeteral comprehensive Housinq Attordability
strategy: and
WHBREAS, the 1992-93 federal CO.-uIAity Dev.l~t Block
Grant ("CDBG") tunda allocated to the City of Palo Alto are
proposed to 1Japlement the following prQ9raas; and
WIIBRBAS, potential uses of CDBG funds have been evaluated
in light of the needs of the COBmmi ty, as identified in the
coaprehenaive Housing Atfordability strategy, the r.~r~ations
and co.aents ot the Citizens' AdVisory comaittee and. other
interested citizens; and
WHBRBAS, the Finance Committee and the city Council bave
held advertised public hearings on the proposed use of the CDBG
funds for fiscal year 1992-93: and
WHEREAS, it is the intent of this program to 9i ve the
highest priority to activities which will benefit lov and .aderate
incoae persons;
NOW, THEREFORE t the Council of the city of Palo Alto does
RESOLVE .s follows:
SECTION 1. The use of CDBG funds for the 1992-93 fiscal
year is hereby approved and authorized for the following proqr_:

raspectivaly. Thereafter, any ~~spent funds
will be available tor projects meeting the
City's CDBG housing priorities on a first
came, first served basis~ 393:99S
Total $845,484
SECTION 2. The total amount set forth in section 1 hereby
represents the proposed allocation from the federal Departaent of
Housing and Urban Developaent ("HUD") for fiscal year 1992-93 of
$640,000 in CDBG funds, $203,451 in program income and $2,033 in
reallocated funds from a prior prograa year.
SlaZQB 3. The city Manager is hereby authoriZed to expend
the aoney in the $10,000 CDBG eaergency contillCJency account created
under Resolution No. 6897, on an eJl8rgency basis in his discretj r..:-.
tor existing or additional CDBG-eligible proqraas or projects and
is direct.ed to report to the City Council on any such expenditures.
Sl¢TlQii 4. City staff is hereby authorized to submit the
appropriate application foras to BUD for the 1992-93 CDBG funds,
vithsuch aoney to be used as set forth in this resolution, and the
Kayor, City Manaqer and any other appropriate City staff or
officials are authorized to execute such application foras and any
other necessary docu.ents to secure the funds.
SECTIQN 5. The City Council hereby finds that the 1992-93
CDBG proqraa authorized in Section 1 will have no significant
anvironaental effect tor purposes of the california Bnvlron.ental
Quality Act ("CEQA"), as shown in the neqative declaration approved
in connection with the adoption of this resolution. The Council
further autburizes and directs City staff to prepare any adeli tional
environ.ental asseasaenta and certifications that aay be required
under CBQA and the National EnvirolUlental Policy Act for each
