RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
DECLARING THE RESULTS OF THE CONSOLIDATED
GENERAL MUNICIPAL AND SPECIAL ELECTIONS HELD ON
TUESDAY, NOVEMBER 2, 1993
WHEREAS, on November 2, 1993, General and Special
Hunicipal Elections were consolidated with the statewide Special
~lection ~~d duly held in the City of Palo Alto pursuant to the
provisions of Article IX, Section 3 of the Charter of the City of
Palo Alto for the purposes of electing five members to the city
council, each for a full term of four years expiring December 31,
1997,.and submitting Measures E and F to the voters of said city,
and to wit:
CITY OF PALO ALTO MEASURE E
Shall the Palo Alto Munici~l Code be amended to provide
that actions and the roll 11 vote of the councilor
other board or commission in losed session related to
litigation shall be reported publicly unless the city
Attorney states that the report would jeopardize the
City's interests for specified reasons? The council 'may
disclose actions taken despite the city Attorney's
opinion and the information and vote shall become public
upon the conclusion of the litigation.

Palo Alto Municipal Code section 2.04.030 (a) (4) mandating
public reports of closed sessions and roll call votes of
city CQuncil and other city public boards and commissions
with regard to litigation?

WHEREAS, due and legal notice of said General Municipal
and Special elections was given as required by law; and
WHEREAS,on the 2nd day of November 1993, at the hour ot
7:00 in the morning of said day the polls were duly and regularly
opened for said General Municipal and special elections and said
polls were continuously kept open for said purpose from the time
they were so opened until 8:00 in the evening of said day; and
WHEREAS, in accordance with California Elections Code
Section 23306, the Board of Supervisors and the Registrar of voters
of Santa Clara county have conducted a complete and off icial
canvass of the returns of said election; and
WHEREAS, Article III, section 4 of the Charter of the
city of Palo Alto states that tt~e Council sh~1l act as a c~nvassing
board to canvass the results of such election; and
~~EREAS, on December 13 t 1993, the Council of the City
of Palo Alto met at its usual place of meeting and did then and
there canvass the returns of said special election and declare the
results thereof;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:

SECTION 1. The Council"£~nds and declares that:
(a) A general municipal election was duly and regularly
held on November 2, 1993, according to the Charter of the city of
Palo Alto, Resolution No. 7216, and the election laws of the State
of California;
(b) The total number of ballots cast in the city at said
municipal election for the purpose of electing five Council Members
for full terms including those cast upon absentee ballots was
60 1 503, on 18,211 ballots (44.8% turnout);
(e) The total number of votes given and cast at said
municipal election, including votes cast upon absentee ballots, was
as follows for the candidates for City council for full terms:

Liz Kniss
Jean McCown
Ron Andersen
Gary Fazzino
Micki Schneider
Edmund Power

Cd) Gary Fazzino, Liz Kniss, Jean McCown, Ron Andersen,
and Micki Schneider being the five candidates receiving the highest
number of votes for the office of Council Member for a full four
year term, were duly and regularly elected for terms of four years
commencing January 1, 1994, to serve as Council Members of the city
of Palo Alto.
SECTION 2. The Council finds and declares that:
(a) A special election consolidated with the general
municipal election was duly and regularly held on November 2, 1993,
according to the Charter of the city of Palo Alto, Resolution 7218,
and the election laws of the State of California for the purpose of
considering Measure E.

(b) The total number of votes cast in the City at said
special election, including votes cast upon absentee ballots, was
14,997 on 18,211 ballots (44.8% turnout);
(c) The total number of votes given and cast for
Measure F at said election, including votes cast upon absentee
ballots,'was at follows:
