Resolution Approving a Grant of Easement 65-230 Benefiting the Santa Clara Valley Water District Adjournment to Joint Study Session with the 65-231 Planning Commission re Palo Alto Medical Founda- tion's Draft Specific Plan at 7:55 p.m. Final Adjournment at 10:58 p.m. 65-232 65-228 1/14/91 Regular Meeting January 14, 1991 The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:40 p.m. Mayor Sutorius announced that Special Meeting for the purpose of a Closed Session to discuss City of Palo Alto v. City of East Palo Alto pursuant to Government Code Section 54956.9(a) was held at 6:30 p.m. in the Human Resources Conference Room. Mayor Sutorius announced that at the conclusion of the regular meeting the Council would adjourn to a Joint Study Session with the Planning Commission re the Planning Commission's Policy Recommenda- tions on the Palo Alto Medical Foundation's Draft Specific Plan.. PRESENT: Andersen, Cobb, Fazzino, Kniss, Levy, McCown, Renzel, Sutorius, Woolley ORAL COMMUNICATIONS Ben Bailey, P. O. Box 213, spoke regarding a citation issued by the Stanford Police and a claim entered against the Stanford Police. Edmund Power, 2254 Dartmouth Street, spoke regarding rebuttal letter sent to newspapers which was not published and the Palo Alto Harbor. Susan Benjamin, 710 Chimalus, urged the Council to support a Peace Resolution. Ed Connolly, 427 Embarcadero Road, urged the Council to support a Peace Resolution. APPROVAL OF MINUTES OF NOVEMBER 19, 1990 Council Member Andersen said he would abstain from voting on the approval since he was absent for a major portion of the November 19, 1990, City Council meeting. He asked the record to reflect that February, 1991, would mark the one-year period of service on the Council and he would then be allowed to participate in Sand Hill Road activities. MOTION: Council Member Kniss moved, seconded by McCown, approval of the Minutes of November 19, 1990, as corrected. 65-229 1/14/91 MOTION PASSED 8-0-1, Andersen "abstaining." 65-230 1/14/91 CONSENT CALENDAR MOTION: Council Member Cobb moved, seconded by McCown, to approve Consent Calendar Items 1 and 2. Refer 1. Payroll/Human Resources System - Refer to Finance and Public Works Committee (1402) (CMR:104:1) Action 2. Amendment No. 1 to the Landfill Gas Lease Agreement No. C0-008896 with the Palo Alto Landfill Gas Corporation to Increase Allowance for Use of Natural Gas (1072-10) (CMR:110:1) MOTION PASSED 9-0. RESOLUTIONS 3. Resolution Approving a Grant of Easement Benefiting the Santa Clara Valley Water District and Authorizing the Mayor to Execute Same on Behalf of the City (1073) (CMR:108:1) MOTION: Council Member Cobb moved, seconded by McCown, to approve the staff recommendation as follows: 1. For the project on Adobe Creek, adopt the Resolution which: a) adopts the Santa Clara Valley Water District's (SCVWD) findings and statement of overriding considerations for the Adobe Creek project, as set forth in Exhibit A to the Resolution; and b) approves and authorizes the Mayor to execute the Grant of Easement granting the SCWVD an easement for storm drainage and flood control purposes on Adobe Creek at Alma Street. 2. For the project on Matadero Creek, approve the negative declaration and adopt the Resolution which approves and authorizes the Mayor to execute the Grant of Easement, granting the SCVWD an easement for storm drainage and flood control purposes on Matadero Creek near Middlefield Road. 65-231 1/14/91 RESOLUTION 6957 entitled "RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING A GRANT OF EASEMENT BENEFITING THE SANTA CLARA VALLEY WATER DISTRICT AND AUTHORIZING THE MAYOR TO EXECUTE SAME ON BEHALF OF THE CITY" Grant of Easement on Adobe Creek at Alma Street to the Santa Clara Valley Water District RESOLUTION 6958 entitled "RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING A GRANT OF EASEMENT BENEFITING THE SANTA CLARA VALLEY WATER DISTRICT AND AUTHORIZING THE MAYOR TO EXECUTE SAME ON BEHALF OF THE CITY" Grant of Easement on Matadero Creek at Middlefield to the Santa Clara Valley Water District MOTION PASSED 9-0. ADJOURNMENT Council adjourned at 7:55 p.m. to a Joint Study Session with the Planning Commission re the Planning Commission's Policy Recommenda- tions on the Palo Alto Medical Foundation's Draft Specific Plan Council Member McCown said she would not participate in the Study Session or any of the discussions or deliberations on the matter related to the Palo Alto Medical Foundation due to a conflict of interest. STUDY SESSION RE PALO ALTO MEDICAL FOUNDATION'S PROPOSED SPECIFIC PLAN Planning Commissioners Joseph Huber and Bern Beecham presented a comparison of the principal features, benefits and impacts of the Palo Alto Medical Foundation's proposed Specific Plan and the principal features, benefits and reduced impacts of the Planning Commission's policy recommendations regarding the proposed Specific Plan. City Council members raised questions on the focus of Planning Commission's policy recommendations, reactions of the Medical Foundation comparing potential expansion limits of 45,000 square feet net versus the Planning Commission's policy recommenda- tion of 35,000 square feet net, project costs, Comprehensive Plan amendments and relationship of the Medical Foundation proposal with planning for the South of Forest Area. The City Council also discussed and raised questions on employment caps, child care, 65-232 1/14/91 housing impacts and mitigations, suitable sites for housing, other mitigations in lieu of housing, retention of surface parking, and traffic impacts.
