RESOLUTION OF THE COUNCIL CF THE CITY OF PALO ALTO
APPROVING CONTRACT NO. 94 -SAO -00047 BETWEEN THE
UNITED STATES OF AMERICA, DEPARTMENT OF ENERGY,
WESTERN AREA POWER ADMINISTRATION, AND DEPARTMENT
OF THE INTERIOR, BUREAU OF RECLAMATION, AND
SEVERAL LOCAL GOVERNMENT AGENCIES, INCLUDING THE
CITY OF PALO ALTO, FOR THE FUNDING OF
MAINTENANCE WORK AT THE SHASTA POWER PLANT REWIND
PROJECT
WHEREAS, the cities of Palo Alto, Lodi, Redding, Roseville,
and Santa Clara, the Sacramento Municipal Utility District, the San
Francisco Bay Area Rapid Transit District, and the Turlock
Irrigation District have jointly agreed to finance the replacement
of stator windings for units 3, 4 and 5 of the Shasta power plant
of the Central Valley Project; and
WHEREAS, the City of Palo Alto's staff has determined that
the initiation of the replacement of stator windings for units 3,
4 and 5 of the Shasta power plant of the Central Valley Project
will result in the future reduction of higher cost electrical power
capacity purchases for the City of Palo Alto; and
WHEREAS, on January 4, 1995, the Utilities Advisory
Commission recommended the Council's approval of the referenced
funding agreement;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The City Council hereby approves Contract No.
94 -SAO -00047 with the United States of America and several local
government agencies as described above for the funding of
maintenance work at the Shasta power plant, and hereby authorizes
the Mayor to execute the contract on behalf of the City of Palo
Alto.
SECTION 2. The City Council finds that the approval of
Contract No. 94 -SAO -00047 does not constitute a project under the
California Environmental Quality Act, and, thus, no environmental
assessment is required.
