PALO ALTO AUTHORIZING THE CITY OF PALO ALTO TO APPLY FOR ONE OR MORE FISCAL YEAR 1994/95 USED OIL RECYCLING BLOCK GRANTS AND OPPORTUNITY GRANTS FROM THE STATE OF CALIFORNIA Whik sS, the people of the State of California ("State") have enacted the California Oil Recycling Enhancement Act that mandates the California Integrated Waste Management Board ("Board") to develop and implement an information and education program for the promotion of alternatives to the illegal disposal of used oil; and WHEREAS, as part of this statewide public education and information campaign, the Board is offering both block grants and opportunity grants to local governments for the promotion of existing used oil curbside collection programs ("Projects") to encourage residents already served by curbside collection to make use of this part of California's used oil collection infra- structure; and WHEREAS, the Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, the procedures established by the Board require the grant applicant to certify by resolution the approval of the grant applications to the State; and WHEREAS, the City of Palo Alto will enter into an agreement with the State for the development of the Projects; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The Council of the City of Palo Alto hereby authorizes the City of Palo Alto to submit one or more applications to the California Integrated Waste Management Board for a Fiscal Year 1994/95 Used Oil Recycling Block Grant and a Fiscal Year 1994/95 Used Oil Recycling Opportunity Grant. The City Manager, or her designee, the Director of Public Works, is hereby authorized and empowered to execute in the name of the City of Palo Alto all necessary applications, contracts, agreements and amendments hereto for the purposes of securing grants funds and to implement and carry out the purposes specified in the grant application. 1 941215 syn 0070710 • • SECTION 2. The action hereby approved does not constitute a project under the California Environmental Quality Act, and, therefore, no environmental assessment is required.
