HomeMy WebLinkAboutRESO7625RESOLUTION NO. 7625 1111 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO O EXPRESSING OPPOSITION TO PROPOSITION 218, VOTER APPROVAL FOR LOCAL GOVERNMENT TAXES WHEREAS, Proposition 218, an initiative measure referred to by its sponsors as "The Right to Vote on Taxes Act", appears on the November 5, 1996 General Election ballot; and WHEREAS, Proposition 218 will adversely impact cities, counties and governmental agencies throughout California, particularly those which have adopted charters such as the City of Palo Alto; and WHEREAS, Proposition 218 will limit the authority of local governments to raise revenues to fund needed facilities and services, will threaten the stability of existing sources of revenue, and will lessen the flexibility which local governments need to deal with emergency situations; and WHEREAS, Proposition 218 contains many ambiguities regarding its application that may embroil local governments in extensive litigation; and WHEREAS, the passage of Proposition 218 is apt to discourage long range planning and investment in municipal infrastructure; NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Palo Alto is on record in strong opposition to Proposition 218 on the November 5, 1996 ballot.
