RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE LAND USE MAP OF THE PALO ALTO
COMPREHENSIVE PLAN FOR PROPERTY AT 795 EL CAMINO
REAL
WHEREAS, the Planning Commission, after duly noticed public
hearing held on November 29, December 6, and December 12, 1995, has
recommended that the Council amend the Land Use Map of the Palo
Alto Comprehensive Plan; and
WHEREAS, the City Council has held a duly noticed public
hearing on the matter on January 22, 1996, and has reviewed the
contents of the Environmental Impact Report ("EIR") prepared for the
project and all other relevant information, including staff
reports, and all testimony, written and oral, presented on the
matter;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The City Council finds that the public
interest, health, safety and welfare require amendment to the Land
Use Map of the Palo Alto Comprehensive Plan as set forth in Section
2 hereof. Such amendment of the Land Use Map will permit the
relocation of outpatient medical facilities and associated medical
research activities now located in downtown Palo Alto to an area
more appropriate for such uses.
SECTION 2. The City Council hereby amends the Land Use Map
of the Palo Alto Comprehensive Plan by changing the land use
designation of the property at 795 El Camino Real, shown on -Exhibit
"A" attached hereto and incorporated herein by this reference, from
"Service Commercial" to "Major Institution/Special Facilities."
SECTION 3. The City Council adopts this resolution in
accordance with the California Environmental Quality Act (CEQA)
findings adopted by Resolution No. 7569.
SECTION 4. This resolution shall be effective upon the
thirty-first (31st) day after its adoption; provided that, if by
that date the City Council has not authorized execution, on behalf
of the City, of the First Amendment to the Development Agreement
between the City and the Palo Alto Medical Foundation, and the Palo
Alto Medical Foundation has not executed said First Amendment to

the Development Agreement, then this resolution shall become void,
and shall have no force and effect. This delayed effective date is
intended and shall be construed to provide a sufficient period of
time between adoption of the resolution and its effective date to
allow a complete and exclusive opportunity for the exercise of the
referendum power pursuant to the Charter of the City of Palo Alto
and the Constitution of the State of California. A referendum
petition filed after the effective date shall be rejected as
untimely.
