RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO CONFIRMING
EXISTENCE OF A LOCAL EMERGENCY PROCLAIMED BY DIRECTOR OF
EMERGENCY SERVICES
WHEREAS, Chapter 2.12 of the City of Palo Alto Municipal
Code empowers the Director of Emergency Services to proclaim the
existence or threatened existence of a local emergency when said
city is fected or likely to be fected by a public calamity and
the City Council is not in session, subject to ratification by the
City Council within seven days; and
WHEREAS, conditions of extreme peril to the safety
persons and property have arisen wi thin this city, caused by
extreme rainfall and flooding in Adobe, Barron, Matadero and San
Francisquito Creek, commencing at or about 11:15 p.m., February 2,
19-98; and
WHEREAS, the Director of Emergency Services of the City
of Palo Alto did proclaim the existence of a local emergency within
said city on February 2, 1998, at which time the Council was not in
session;
NOW, THEREFORE,IT IS HEREBY RESOLVED-AND ORDERED that
the proclamation of existence of a local emergency, as issued by
said Director of Emergency Services (City Manager June Fleming) is
he-reby ratified and confirmed by the City Council of the City of
Palo Alto; and
IT IS FURTHER RESOLVED, PROCLAIMED AND ORDERED that said
local emergency shall be ordered to continue to exist until its
'termination is proclaimed by the City Council of the City of Palo
Alto, State of California.

A PROCLAMATION OF THE DIRECTOR' OF EMERGENCY
SERVICES OF THE CITY OF PALO ALTO DETERMINING
THE EXISTENCE OF A LOCAL EMERGENCY PURSUANT TO
PALO ALTO MUNICIPAL CODE SECTION2.12.50(C) (1)
WHEREAS, Palo Alto Municipal Code sectiop 2.12.010, et
seg. empowers the Director of Emergency Services to proclaim the
existence or threatened exiStence of a local emergency when the
City is affected or likely to be af.fected by a public' calamity if
the City Council is not in sessionj and
WHEREAS, the City Council is not in sessionj and
WHEREAS, the Director of Emergency Services does hereby
find that conditions of extreme peril to the safety of persons and
property have arisen within said city, caused by extreme rainfall
and flooding in Barron, Matadero and San Francisquito Creeks,
commencing at or about 11:15 p.m. on February 2, 1998, and that the
aforesaid conditions of extreme peril warrant and necessitate the
proclamation of the existence of a local emergency, subj ect to
ratification by Council action within seven (7) days.
NOW, THEREFORE, IT IS' HEREBY PROCLAIMED that a local
emergency exists throughout the. City; and
IT IS HEREBY FURTHER PROCLAIMED AND ORDERED that during
the existence of the aforesaid local emergency the powers,.
functions, and duties of the Director'of Emergency Services (City
Manager June Fleming) and the emergency organi~ation of this city
shall be those prescribed by state law, by ordinances, .and
resolutions of this City;
IT IS FURTHER PROCLAIMED AND ORDERED that said local
emergency shall be deemed to continue to exist until its
termination is proclaimed by the Director of Emergency Services or
Council of the City of Palo Alto, State of California.
